Kentucky State Police have identified the man shot by an Elizabethtown Police Officer Sunday night as Byron Herbert, 29, of Muldraugh Kentucky. Police arrested 20-year-olds Ryan Gibson and Aaron Higgins Monday and charged them both with seven counts of theft, 16 counts of breaking into a car and five counts of criminal mischief.
