Macau casino junket figure Cheung Chi-tai surrenders to Hong Kong police

Macau casino junket figure Cheung Chi-tai appeared in a Hong Kong court this week to face three charges of money laundering.

Last December, Hong Kong authorities froze assets belonging to Cheung, who is reputed to be one of the main investors in the Neptune Group junket operation, although Neptune has claimed Cheung no longer has any stake in the company. Cheung’s wife was similarly detained in April 2014 and had her assets frozen over suspected money laundering activity.

The South China Morning Post reported that the 54-year-old Cheung turned himself in to police on Monday and appeared in Eastern Court on Wednesday. Cheung was arrested and released on HKD 200k (US $25,800) bail pending his next court appearance on Sept. 24.

Cheung’s charges, filed under the Organized and Serious Crimes Ordinance, relate to deposits made to his Hong Kong bank accounts that police allege Cheung knew were “in whole or in part, directly or indirectly” the proceeds of an indictable offence. The total sum made via these deposits between 2004 and 2010 comes to HKD 1.79b ($231m).

Bitcoin poker operator Bryan Micon makes plea deal with Nevada prosecutors

Bitcoin online poker operator Bryan Micon has reached a deal with Nevada prosecutors that will spare him a custodial sentence.

In April, Nevada authorities charged Micon with operating the Bitcoin online poker site Sealswithclubs without holding a state-issued license. Micon’s Nevada home was raided in February, during which police seized much of Micon’s electronics. Sealswithclubs shut down for good days later, but Micon fled to Antigua, where he launched a new Bitcoin poker site, SwCPoker.eu. Last week, Micon agreed to return to Nevada to face the music.

On Thursday, Micon appeared in a Las Vegas district court, where he pled guilty to his felony charges. But a deal reached with prosecutors will keep Micon out of jail. Instead, Micon will serve an as yet undetermined period of probation, after which he can apply to have his felony record reduced to a misdemeanor. Micon will next appear in court on July 6, at which time the length of his probation will be fixed.

Micon didn’t escape entirely unscathed, having agreed to pay a $25k fine and to forfeit the electronic gear seized during the February raid. Micon also agreed to forfeit the 3.0996 Bitcoin seized during the raid, which holds a fiat value of around $750 at time of writing.

William Hill exits Portugal as country preps new online gambling regime

UK-listed online bookmakers William Hill are withdrawing from Portugal and Estonia following “recent regulatory developments.”

Hills’ affiliates received emails on Wednesday indicating that the company would “cease to accept business from customers in Estonia and Portugal” starting Sunday, June 28. Following that date, players will be able to withdraw their account balances but “none of William Hill’s products will be available” in those countries.

Hills instructed its affiliates to remove all marketing materials relating to Estonian and Portuguese bettors. Hills said it was “obliged” to take this step “for the time being” but said it was “confident that we will have the opportunity to work together in the future.”

$11M in casino revenue will go to small, minority and women-owned businesses in 2016

New Law Provides Gaming Industry with Broader Background Investigation Powers

The Nevada Legislature has amended the state’s consumer reporting laws to remove restrictions on the information a credit reporting agency may report to gaming operators. With the passage of Senate Bill 409, a credit reporting agency is no longer prohibited from reporting to gaming licensees information about a job applicant regarding bankruptcies older than ten years, other civil judgments older than seven years, and criminal convictions older than seven years.

Lindsey Graham sends bill to ban online gambling (again) to Senate

Legislation that would reimpose a ban on legalized online gambling was introduced Wednesday in the U.S. Senate. The bill by Sen. Lindsey Graham, R-S.C., would restore an interpretation of federal law that prohibited Internet gambling until a 2011 opinion by the Department of Justice opened the door for states to explore making poker and casino-style games legal online.

China says gov’t officials misused over $2.8b in lottery funds

Corrupt officials embezzled or misused over RMB 16.9b (US $2.8b) from China’s state-run lottery operations in less than three years, according to a report by the country’s top auditor.

In November 2014, the National Audit Office (NAO) announced it had sent inspection teams to 18 Chinese provinces to determine how lottery administration centers were using the funds raised by the welfare and sports lotteries. On Thursday, the NAO reported that 18% of the government’s share of lottery revenue generated between Jan. 2012 and October 2014 had been improperly allocated.

The NAO said more than one-quarter of the RMB 65.8b in lottery funds it reviewed was “problematic.” State news agency Xinhua reported that this included embezzlement, fraud, illegal subsidies for staff, procurement of ‘fancy’ offices and unauthorized online lottery sales. China ‘temporarily’ suspended online lottery sales on March 1, which took a serious toll on approved online operators such as Shenzhen-based 500.com.

Seventeen of the provinces audited were found to have engaged in online lottery sales without the Ministry of Finance’s approval. The MOF has never explicitly licensed any online operators, although 500.com and China SMG network were approved to take part in an online sales pilot program.
