Dylan Tombides will never be forgotten.

The young West Ham striker, who died after a three-year battle against testicular cancer at the age of 20, will live on in the form of the DT38 Foundation. A non profit organization created by his mother Tracey in a bid to raise awareness of the deadly disease that robbed her of the right to see her son blossom into the fine young man he was becoming.

Florida flirts with online lottery sales; Serbian Lottery conspiracy theories

The Florida Lottery has asked prospective technology vendors to demonstrate that they are capable of conducting business over the internet.

On Thursday, the Associated Press reported obtaining bid documents for the estimated $300m Lottery contract. Current vendor Gtech’s 10-year, $333m contract was supposed to expire this September but was recently extended to March 2017 or until a new vendor is chosen.

While the Lottery has yet to express any concrete intent to offer online sales of any form, it reportedly wants vendors to at least indicate that they have the capacity to sell tickets online, as well as via automatic teller machines (ATMs) and at gas station pumps. Spokeswoman Connie Barnes said the Lottery was only being thorough in considering “the full spectrum available technology being utilized in other states.”

There are currently only a handful of state lotteries plying their trade online, including Illinois, Georgia and Michigan. Some of these only offer online sales of draw tickets, while a daring few offer online instant-win scratch tickets, which critics have likened to slot machines. The Minnesota Lottery was the first to offer such groundbreaking products but the state’s luddite politicians torpedoed the online presence earlier this year.

Universal Corp boosts Manila Bay Resorts budget by one-third to $4b

Japanese gaming firm Universal Entertainment Corp’s troubled casino project in the Philippines is back on track after firming up its local partnership and receiving permission to delay the project’s opening date.

Universal subsidiary Tiger Resorts Leisure and Entertainment held a topping off ceremony on Thursday for one of Manila Bay Resorts‘ hotel towers in the capital’s Entertainment City gaming district. Universal boss Kazuo Okada (pictured) attended the ceremony along with Tiger Resorts president Kenji Sugiyama and the project’s new local partner, Antonio ‘Tonyboy’ Cojuangco, a cousin of Philippines President Benigno Aquino.

Cojuangco’s presence resolves one of the major issues that had been blocking the project from going forward. Philippines law limits international firms to no more than 40% ownership of the land on which their projects are constructed but Tiger Resorts has had numerous setbacks in attempting to solidify its relationship with a local partner.

Tiger Resorts has since sold the necessary portion of its property stake to Cojuangco’s All Season Hotel and Resort Corporation. On Thursday, Cojuangco told reporters he wanted to help Okada ‘in any way I can” and hoped to get involved in related projects, such as improving Manila’s airport infrastructure.

Lottery Probed After Number Shown Before Draw

Serbia’s state lottery is facing an investigation after one of the winning numbers appeared on television before being drawn. During a live broadcast on Tuesday evening the fourth ball drawn was 27, but the programme mistakenly declared the number chosen had been 21. The station immediately realised its error and added a number 27 graphic to the winning numbers; but the next ball chosen was indeed 21. Lottery chief Aleksandar Vulovic said an employee mistakenly typed 21 instead of 27 but he has resigned out of “moral obligation” so an investigation can take place.

Florida Lottery considering online, ATM sales of tickets

The Florida Lottery is considering selling lottery tickets online or alongside ATMs to combat relatively flat sales of some of its more well-known games. Lottery officials have asked companies seeking a contract worth at least $300 million to prove that they can sell tickets on the Internet or at ATMs and gasoline pumps.
