Florida gambling bill sails through House Committee Vote

A gambling measure aimed at creating a new agreement with Florida’s Seminole Tribe has sailed through a state House committee.

Voting 11-7, the House Ways and Means Committee approved the measure that Rep. Mike La Rosa sponsored, which basically keeps the current gambling status quo in the state.

Under La Rosa’s HB 7037, tribes will be allowed to continue to have exclusive rights to operate “banked” card games, such as blackjack, at five of its casinos. In exchange, the Seminoles would have to guarantee $3 billion in payments to the state — earmarked mainly for education — over seven years.

La Rosa called his proposal a “straightforward bill” that provides certainty for the state’s gambling industry which “has been in disarray for the past few years.”

Interagency proposal seeks to unify Philippine gaming jurisdictions

Gaming regulators in the Philippines are working on a proposal that will clear the confusion on the scope of authority the different gaming licensing jurisdictions should have in the country.

Jose Maria Ponce, administrator of the Cagayan Economic Zone Authority (CEZA), told industry executives at the ASEAN Gaming Summit in Manila they have come up with rules and regulations that will hopefully reconcile all gaming licensing authorities under one jurisdiction.

The Philippines has multiple gaming licensing jurisdictions. Aside from CEZA, there’s also the Aurora Pacific Economic Zone and Freeport Authority (APECO), the Authority of the Freeport Area of Bataan, as well as the country’s national regulator, the Philippine Amusement and Gaming Corporation (PAGCOR).

Under the proposed regulations, APECO-licensed operators “will be able to enjoy fiscal and economic incentives while they operate from within the zone.” However, APECO licensees can extend their online gaming operations outside of the Aurora province in eastern Luzon, provided that they are located in Philippine Economic Zone Authority (PEZA)-registered IT buildings.

Huobi wants Chinese bitcoin users to explain source of funds

One of China’s “Big 3” exchanges is demanding its bitcoin users to specify the origins of their funds, Chinese media outlets reported.

According to CNLedger.com, users of Huobi were recently asked to identify where they got their funds, provide bank transfer records of moving funds from a legitimate bank to Huobi and also provide an extensive explanation not only on the transfer, but also where the money is transferred to and how the customer intends to use the digital currency.

“With this step, we expect #bitcoin withdraws from major exchanges become available soon,” the Chinese news outlet tweeted.

Under the new guidelines, bitcoin users need to submit four documents before they can trade with any digital currency exchanges in the Chinese market. The requirements, according to the report, are part of the People’s Bank of China’s (PBoC) new know-your-customer and anti-money laundering systems for cryptocurrency exchanges.

PAGCOR backs government casino sale

State-regulator Philippine Amusement and Gaming Corp (PAGCOR) has backed the government’s plan to privatize casinos under its control.

PAGCOR Chairperson Andrea D. Domingo told reporters at the sidelines of the ASEAN Gaming Summit that they will not block the plan of Philippines’ Finance Secretary Carlos G. Dominguez III to sell the 46 owned and controlled casinos.

“I am not opposing it… If it is going to happen, it will happen,” Domingo said. “We had no chance [before] to discuss it with the DOF [Department of Finance] as we were busy collecting revenues as much as we can. But we have to discuss it,” Domingo said.

In November, Philippine Senator Loren Legarda disclosed during the plenary of the DOF’s proposed 2017 budget that the government started privatizing its casinos. The DOF, according to Legarda, is expecting the completion of casino privatization by September this year.

3-Barrels: Monster sponsor WPT TOC; RFGs add a man; Rolling Thunder news

3-Barrels of a World Poker Tour flavour after the live tournament outlet announce Monster as the headline sponsor for the forthcoming Tournament of Champions; the Royal Flush Girls become the Royal Flush Crew, and Michael Del Vecchio wins Rolling Thunder.

My boy sent me a text yesterday telling me that his Beats headphones had broken while he was making his impression of the Hulk at his local gym. Translated, that means, “Dad, buy me a new pair of headphones.”

Well, lad, there is more chance of you winning a World Poker Tour (WPT) Main Event, becoming a member of the WPT Champions Club, flying to Florida for the Tournament of Champions, and winning the event, than me buying you a new pair.

Fairytale, right?
