Philippines clips wings of online gambling licensor First Cagayan

The Philippines’ former top online gambling licensing body has had its wings further clipped to adhere to the orders of Philippine president Rodrigo Duterte.

This weekend, Raul Lambino, CEO of the Cagayan Economic Zone Authority (CEZA), announced that the agency had signed separate supplemental agreements with First Cagayan Leisure and Resort Corp (FCLRC) and the North Cagayan Gaming and Amusement Corp (NCGAC) on November 20.

The two companies served as master licensors for gambling operations based in CEZA, with FCLRC handling online gambling and NCGAC overseeing land-based operations. The new agreements give CEZA exclusive control of “regulatory functions and powers over all gaming operators, land-based and offshore.”

The Executive Order #13 that Duterte issued in February clarified that online licensees must contain all their operations – including business process outsourcing (BPO) operations – within the borders of the economic zone that issued their license.

UK bookmakers feel the heat after self-exclusion fails

The UK gambling industry took another public relations punch to the gut this weekend following an investigative program’s revelations of betting shops’ failure to identify a registered self-excluded bettor.

The BBC’s 5 Live Investigates program got one of its reporters to sign up for the betting industry’s multi-operator self-exclusion scheme. Bob Cave submitted a photo of himself that was circulated to all the betting shops in Grimsby, which was chosen for its density of betting shops.

Cave (pictured) visited a total of 21 betting shops in the area, and found few barriers to accessing the shops’ fixed-odds betting terminals (FOBT). In fact, it wasn’t until the 17th shop visit that Cave was challenged regarding his resemblance to a self-excluded gambler, and only two out of the 21 shops ultimately took any notice of Cave’s presence on their files.

The Senet Group, the industry association that came up with the multi-operator self-exclusion scheme, called the program’s findings “a bit of a wake-up call” and said “we need to work out what we can do that’s better.”

South Korean revenue cap policy to hit Kangwon Land: JP Morgan

International brokerage JP Morgan Chase & Co. is feeling bearish on the prospects of casino operator Kangwon Land Inc. next year, when the South Korean government will reportedly start implementing the revenue cap for all forms of locals-focused gambling.

JP Morgan analysts warned on Sunday that the already-burdened Kangwon will face additional pressure from the South Korean government, which will be implementing the “Gambling Industry Reform Plan.”

“The plan includes four major initiatives, one of which effectively targets Kangwon Land by redesigning the revenue cap policy (RCP) with heavier penalties and stricter legal enforcement,” analysts DS Kim and Sean Zhuang said, according to GGRAsia.

South Korea’s revenue cap wasn’t really a new policy, according to JP Morgan. The plan was first introduced by the country’s National Gambling Control Commission in order to regulate legal gambling industries available to locals.

Udenna studies IPO, backdoor listing of $341M Cebu casino

Philippine casino investor Udenna Development Corp. is reportedly studying a possible backdoor listing or initial public offering (IPO) of its company to fund its US$341 million casino in the island of Cebu.

Four months after the firm has broken ground for its multi-million dollar casino, The Philippine Star reported that the casino investor is now weighing in on whether to launch an IPO to fund the project. Udenna is also waiting for the necessary permits in order to begin the excavation of the site of the casino project, according to the report.

“We’re told the ECC (Environmental Clearance Certificate) will hopefully be out before Christmas because we complied, we submitted everything,” said Raymundo Martin Escalona, director for special projects of Udenna, according to the news outlet.

Udenna earlier announced its plan to develop a 12.5-hectare, beachfront casino resort featuring iconic modern buildings that are surrounded by lush greens and infinity pools. The planned casino, located south of Manila, will also have a skydiving center on a pier, a retail complex, a convention center, luxury hotels and villas, specialty dining options, private residences and condominium-hotels.

Lawrence Ho sells entire Summit Ascent stake

Casino mogul Lawrence Ho is divesting the remainder of his stake in casino operator Summit Ascent Holdings Ltd. as he looks for other opportunities elsewhere.

In a disclosure to the HongKong Stock Exchange, casino operator Summit Ascent announced that Ho is selling 20 million share in the company that runs the Tigre de Cristal casino resort in Russia’s Far East.

Quick Glitter Ltd., a company wholly owned by Ho, also unloaded 238.6 million shares, representing 16.03 percent of Summit Ascent’s issued share capital.

Both Ho and Quick Glitter entered into a placing agreement with Hong Kong-based brokerage Sun Hung Kai Investment Services Ltd, who will procure the shares at a price of HK$1.05 (US$0.13) per placing share.

Realistic Games appoints Robert Lee as commercial director
