Canada approves legal marijuana

Canada has become the first G7 country – and only the second country on the planet – to legalize recreational marijuana use.

On Tuesday, Canada’s Senate gave Bill C-45 (guess C-420 was taken) its approval, leaving only the granting of Royal Assent before the right to blaze ‘em if you got ‘em becomes enshrined as the law of the land.

Canadians will still have to wait another 8-12 weeks before toking is officially legal, as the individual provincial governments need to ensure that their respective legal pot marketplaces are ready for prime time.

Canadians will soon be able to walk around with up to 30g of pot without fear of interference, although where they’ll be able to partake will be up to the individual provinces to decide. Edible marijuana products won’t get the official okay for another year.

China warns rogue online sports lottery platforms to knock it off

China has warned online sports lottery platforms to halt their sales or face the consequences.

On Monday, Chinese media outlet the Global Times reported that online sports lottery platforms were doing a brisk business following last week’s kickoff of the 2018 FIFA World Cup. There’s just one problem: Beijing officially ordered the ‘temporary’ suspension of online lottery sales over three years ago.

On Wednesday, the Global Times published a follow-up indicating that these same online platforms — including an offshoot of internet giant Tencent — were now “phasing out” their football lotteries following a public warning from China’s official lottery administration center that these platforms were playing with fire.

Beijing never formally authorized online lottery sales, but did allow two operators – 500.com and Shanghai Media Group – to participate in an online sales pilot program. Numerous other online platforms also engaged in unauthorized lottery sales but evidence of widespread corruption at provincial lottery administration centers led the government to call time on all online sales in March 2015.

Long-delayed Dutch online gambling bill rises from the dead

The Netherlands’ long-dormant plans to liberalize its online gambling market have sparked back to life.

On Tuesday, the Netherlands’ Minister for Legal Protection Sander Dekker wrote a letter (viewable here, in Dutch) to the legislature’s Lower House, explaining the steps the Ministry was taking to ensure that future Dutch-licensed online gambling operators offer sufficient consumer protection measures.

The lower house approved the country’s Remote Gaming Bill nearly two years ago, but the bill has been languishing in the Senate ever since. Hopes are high that, with Dekker offering the new coalition government’s official thumbs-up, Dutch senators will pull their thumbs out and, in Dekker’s words, “vigorously” resume the legislative process.

Dekker’s letter also addressed the bill’s requirement for online licensees to establish a physical presence in the Netherlands. To ensure compliance with European Union rules on the free movement of goods and services, Dekker said only online licensees without a presence in the EU or European Economic Area must ensure “a secondary establishment” in the Netherlands.

DraftKings taps Kambi to provide sports betting technology

Daily fantasy sports operator DraftKings has identified European technology provider Kambi as the supplier of its new single-game sports betting product.

Three weeks ago, DraftKings announced a sports betting partnership with Atlantic City’s Resorts Casino Hotel, which followed last month’s US Supreme Court ruling striking down the federal betting ban. But neither party offered any insight into where DraftKings would be getting its new sports betting technology.

On Wednesday, Kambi Group Plc announced that it had entered into a “sportsbook agreement” to “provide technology and services” to DraftKings. While the partnership will start in New Jersey, the “multi-year” deal allows for the possibility of an expanded partnership “when commercially agreeable regulatory frameworks are implemented” in other US states.

Kambi believes the DraftKings partnership could be lucrative in the long run, but the impact on its 2018 revenue will be “difficult to predict” due to the notoriously glacial pace of US regulatory change.
