Monarch Casino & Resort Inc. is gearing up work on a major upgrade and expansion of its casino in Black Hawk and eventual construction of a 23-story hotel, a project it says could cost as much as $295 million. Plans call for expansion and improvements to the existing Monarch Black Hawk complex as well as construction of a 500-room hotel tower and a parking structure.
