Concord: Winning $1 million California Lottery ticket sold

An East Bay resident won $1 million in the California Lottery after purchasing a winning ticket at a liquor store, the second store on the same street to sell a big winner in the past 14 months. Israel Martinez Sotero told Lottery officials that he entered Super Liquor & Food, on 1511 Monument Boulevard to buy a Vitamin water, and that he picked an Emerald 10s Scratchers Ticket randomly.
