What was once a highly touted money-maker for the state – consistently ranked among the top lotteries in the country – is missing its projected target by a whopping $64 million seven months into this fiscal year, the Associated Press reported this week. It’s the second year the lottery has underperformed under an administration that promised that new, private management would “modernize and maximize” the games.
