The head of the Oklahoma Lottery says a winning $1.2 million Hot Lotto ticket sold in Idabel in 2011 has been connected to a man accused of rigging lotteries in four different states. Former lottery security official Eddie Tipton was convicted of fraud in Iowa for trying to claim a 2010 lottery jackpot.
