New rules for Powerball in South Dakota that give players a better chance of winning a prize at the expense of a longer shot at the jackpot go into effect Sunday. The new rules mean the overall odds of winning a prize will be one in about 25 instead of one in about 32. But a shot at winning the jackpot will increase to one in 292 million.
