Police say 46-year-old Robert Clark Rhodes II, of Sugar Land, Texas, was arrested Friday night and has been charged with two counts of fraud. Rhodes is being held on $500,000 cash-only bond in the Fort Bend County Jail in Texas, where he is awaiting extradition proceedings to bring him back to Iowa.
