Aquinnah Wampanoag to pursue Martha’s Vineyard casino

A referendum which would have blocked members of the Aquinnah Wampanoag tribe to bring limited gambling to Martha’s Vineyard failed to win a two-thirds majority vote on Sunday.

The Aquinnah Wampanoag Indian tribe’s plan to bring electronic, bingo-style games to an unfinished tribal community center in Martha’s Vineyard faces opposition from a group of private landowners, the town of Aquinnah, and the state of Massachusetts.

Fellow tribal member who oppose an on-island casino gathered enough signatures from tribal members to force a special election asking one question: “Do you vote to repeal Tribal Council enacted resolutions on change of use of the Unfinished Community Center Building on Tribal Lands?”

Aquinnah Wampanoag Chairman Tobias Vanderhoop said the vote was 110-110 with eight votes disqualified, and the tribe’s constitution requires a two-thirds majority vote for referendums to pass and this initiative did not attain the required number of votes to become binding on the Tribal Council.

Bookmaker Geoff Davis sues British Horseracing Authority over Ascot cockup

At least one bookmaker is suing Britain’s horseracing industry association following last month’s Speculative Bid farce at Ascot.

The Gigaset International Stakes made headlines for all the wrong reasons after 4-1 favorite Speculative Bid emerged from the stalls without jockey Jamie Spencer and proceeded to run the entire race sans rider. Heaven’s Guest was officially declared the winner and bookies began paying winning bettors.

But the Ascot stewards subsequently declared Speculative Bid a non-runner, allowing punters who’d backed the riderless nag to reclaim their stakes. Bookies were therefore authorized to apply racing’s ‘Rule 4’ deduction on Heaven’s Guest bettors, trimming 20% off the bettors’ winnings in this case.

Problem is, by the time this non-runner ruling had been announced, plenty of winning bettors had already collected their full winnings. Making matters worse, a third announcement declared that Speculative Bid was indeed a runner for betting purposes, meaning bookies that had refunded bettors’ stakes were out even more cash. All of which left bookies echoing Johnny Rotten at Winterland: ever get the feeling you’ve been cheated?

Australian financial counsellors offer up online betting horror stories

Online betting sites in Australia are coming under fire after a local financial counselling industry association went public with some online gambling horror stories.

On Monday, Financial Counselling Australia (FCA) released Duds, Mugs and the A-List: The Impact of Uncontrolled Sports Betting. Contrary to what such an impartial and non-inflammatory title might suggest, the report is actually highly critical of Australian betting operators, particularly those who allow punters to wager on credit.

The report’s conclusions are largely drawn from discussions with financial counselors, although the FCA also claims to have spoken with regulators and “former employees in the betting industry.” However, the FCA isn’t above relaying “anecdotal evidence” that some suicides “may be people who are escaping gambling debts.”

Ideally, the FCA would like to see an end to the ability of online betting sites licensed in Australia’s Northern Territory to extend credit to customers. In the absence of a blanket credit betting ban, the FCA proposes amending the laws to require betting sites to (a) levy a charge for the extension of credit and (b) assess individual bettors’ capacity to repay loans.

DraftKings get UK license, hire Jeffrey Haas to manage international expansion

Daily fantasy sports operator DraftKings has received a UK gambling license while naming former PartyPoker boss Jeffrey Haas to head its new UK operations.

In June, DraftKings confirmed that it had applied for a UK Gambling Commission (UKGC) license as part of its international expansion efforts. On Monday, DraftKings announced it had received its new UK diploma and the company expects to launch in the UK sometime in Q4 2015, with plans to launch in markets in continental Europe, Asia-Pacific and Latin America next year.

DraftKings will open its new London office by the end of this year with a full complement of around 20 staff members. Managing this UK rabble will be Haas (pictured), who has been named DraftKings’s new Chief International Officer. Haas, the longtime director of poker operations for Bwin.party digital entertainment, left that company in July while hinting of a ‘new adventure.’

Unlike the US, where DFS activity is tacitly tolerated in the majority of states – although its actual legality remains untested – fantasy sports is considered ‘pool betting’ in the UK and thus falls under the oversight of the UKGC. DraftKings’ rival Yahoo recently partnered with UK-licensed fantasy football (soccer) operator Mondogoal, further underscoring the sector-wide push to establish a global fantasy footprint.
