Mississippi daily fantasy sports tax bill hurdles House while lottery bill fumbles

Two important gambling bills were up in the Mississippi House on Thursday evening – with one moving to the Senate while the other in the brink of getting tossed in the garbage bin.

Mississippi Business Journal reported that House Bill 967 passed the Congress after a second vote on Thursday, paving the way for the proper regulation of Daily Fantasy Sports (DFS) in the state. The bill has been forwarded to the Senate for scrutiny.

House Bill 967 aims to impose an eight percent tax on DFS operators and authorize the Mississippi Gaming Commission to regulate fantasy sports contests online or in casinos.

The measure, which is based on the recommendation of a study group formed after the state has legalized fantasy sports contests last year, also gives the state regulator the power to conduct a background check on DFS operators, require them to get a state license and for the firms to be audited annually.

Chinese bitcoin exchanges halt withdrawals after central bank talk

Mounting pressure from central bank authorities has forced leading bitcoin exchanges in China to suspend withdrawals of the cryptocurrency.

Huobi and OKCoin announced last Thursday that it is completely stopping bitcoin and litecoin withdrawals for one month, effective immediately. In a post, the two Chinese digital currency exchanges said halting the withdrawal feature was part of the decision to improve their anti-money laundering capabilities and prevent “illegal transactions.”

OKCoin said only its OKCoin.cn portal is affected by the suspension.

During the one-month period, OKCoin and Huobi would go through an “upgrade” to fight “money laundering, exchange, pyramid schemes and other illegal activities.” BTC China also announced that it is subjecting all bitcoin withdrawals to a 72-hour review as it upgrades its internal systems.

Casinos are king in South Africa, but sports betting grows fastest

South Africa’s casino industry remains the biggest player in the country’s gambling market, but sports betting is coming on fast.

On Thursday, PwC published the fifth edition of its Gambling Outlook for South Africa, which covers actual data up the end of 2015 and forecasts as far out as 2020. PwC believes South Africa’s gaming industry will enjoy 6% compound annual growth from now until 2020, pushing annual revenue to R34.8b ($2.6b) from just R26b ($1.94b) in 2015.

According to PricewaterhouseCoopers, casino revenue grew 6.7% to R18.2b in 2015 and PwC expects the casino market to be worth R22.4b by 2020. But the vertical’s share of the overall pie is shrinking. Casinos accounted for 70% of 2015’s overall gambling revenue, down from 73% in 2014 and from 81% in 2011.

Casino’s porridge is being eaten by South Africa’s betting and limited payout machines (LPM) operators. LPM, which are based outside casinos and offer low-price gambling, reported revenue of R2.4b in 2015, up 13.7% year-on-year. PwC expect another double-digit rise for LPM in 2016, but believe growth will slow in the coming years, leading to an LPM market worth R3.4b by 2020.

Duterte order brings clarity to Philippines online gambling

Philippine President Rodrigo Duterte has signed an executive order that brings badly needed clarity to the country’s online gambling market.

On February 2, Duterte signed Executive Order No. 13, which is intended to beef up the government’s fight against illegal gambling while clarifying the extent of authority for the regulation and licensing of online gambling operations.

The order begins by noting that there are multiple gaming licensing jurisdictions within the Philippines, including the Cagayan Economic Zone Authority (CEZA), the Aurora Pacific Economic Zone and Freeport Authority, the Authority of the Freeport Area of Bataan, as well as the country’s national regulator, the Philippine Amusement and Gaming Corporation (PAGCOR).

The order goes on to note that “confusion with regard to the jurisdiction and scope of authority of the different gaming regulators contributes to the proliferation of illegal gambling and gaming.” The order seeks to ensure that regulators “act within the bounds of their respective mandates.”

Paradise’s Japanese VIPs can’t make up for Chinese MIAs

South Korea’s two largest foreigner-only casino operators had very different results to close out 2016.

Figures released this week show Paradise Co Ltd’s revenue falling 2.6% to KRW 173.6b (US $150.5m), while higher expenses related to finishing its new Paradise City integrated resort in Incheon resulted in operating profit falling 42% to KRW 6.4b and net profit sliding nearly one-third to KRW 4.4b.

Paradise, which operates five foreigner-only gaming venues, said gaming revenue was down 3.7% to KRW 151b. Total gambling turnover was up nearly 4% year-on-year to KRW 1.31t, but turnover from Chinese VIPs fell 10% to KRW 639b.

Japanese VIPs did their best to buck up the numbers, boosting their spending at Paradise’s tables by 13.2% to KRW 308b, while VIP turnover from other nations was up one-quarter to KRW 183b and mass market table drop rose more than one-third to KRW 182b.
