Mohegan tribe gets green light to build East Windsor casino

The lengthy legal battle is over, and it’s—finally—all systems go for the first tribal casino to be built on non-tribal land in Connecticut.

On Tuesday, Connecticut Gov. Dannel Malloy signed Public Act 17-89 authorizing the operation of an entertainment and casino gaming facility in East Windsor, local media outlets reported. The legislation, which was adopted by both chambers of the state legislator, specifies that the casino will be owned and operated by the MMCT Venture—the joint venture of the Mohegan and Mashantucket Pequot tribes.

Under the legislation, the state will receive a $1 million initial payment from the joint venture as well as 25 percent of the gross gaming revenue from the casino’s video facsimile games and another 25 percent of GGR from all other authorized games. The legislation gives Connecticut Department of Consumer Protection oversight, licensing and regulation over the East Windsor development and any other casino project in the state in the future. The costs of regulatory oversight will be borne by MMCT, according to the state.

Malloy said the newly-signed law “is about jobs for the residents of Connecticut, and securing those jobs in our state.”

Ex-developer threatens legal action to halt Baha Mar sale

BMD Holdings Ltd., the former developer of Baha Mar Casino and Hotel, is asking the government of Bahamas to impose a moratorium on the final sale of the casino resort to Hong Kong conglomerate Chow Tai Fook Enterprises (CTFE).

In a letter sent to new Prime Minister Hubert Minnis, BMD Holdings owner Sarkis Izmirlian warned that he would take legal action against the former administration on grounds of “state-sponsored discrimination,” The Tribune reported.

BMD Holdings was the original developer of the Caribbean casino project until the company filed for Chapter 11 bankruptcy in 2015, citing debts of more than $1 billion. This prompted the local government to look for a solution to the project, which was originally slated to open for business in 2014.

In May, the government of Bahamas finally closed the sale of the unfinished Baha Mar casino to CTFE, albeit under highly favorable terms for the Hong Kong buyer. In his letter, Izmirlian accused former Prime Minister Perry Christie of granting CTFE multi-million-dollar tax incentives that are “toxic” and “one-sided,” stressing that the government could not afford the “wholesale giveaway” considering its current precarious financial position.

How the mighty has fallen: family feud leads to Kazuo Okada’s ouster

Who would have thought that the possible downfall of Japanese billionaire Kazuo Okada will begin with the cracks forming inside his own home?

Reuters reported that Okada’s family has led the boardroom coup against the septuagenarian casino mogul, which resulted to the latter’s ouster as a director of HongKong-based Okada Holdings Ltd. Okada Holdings owns 69 percent of Tokyo-listed gambling firm Universal Entertainment Corp.

The report cited at least three anonymous sources, who all claimed that money and control over the HongKong investment company sparked the Okada family feud. According to the source, one of those who challenge Okada’s authority was his son Tomohiro.

Tomohiro, according to news wire agency, was upset with how his father was using Universal dividends allocated to Okada Holdings.

UKGC probes Ladbrokes’ data protection violation

A passer-by in Glasgow has accidentally opened a Pandora’s box – or in this case a bin bag – for British bookmaker Ladbrokes Coral.

The Guardian reported that the UK Gambling Commission is investigating Ladbrokes for a possible violation of data protection laws after a passer-by found a bin bag containing sensitive documents of problem gamblers right outside a Ladbrokes shop in Glasgow.

According to the report, the documents that the passer-by found include personal details of customers who signed up for the betting industry’s multi-operator self-exclusion scheme, which allows problem gamblers to ban themselves from placing bets voluntarily.

Most bookmakers use a self-exclusion scheme called Moses, which is managed by a responsible-gambling body called the Senet Group, founded by four major bookmakers in 2014. The Moses website assures everyone that their “personal details are kept confidential and only shared with the participating bookmakers, their group companies and the central team administrators.”

Experts poke gaping holes in SegWit, Lightning Network’s ‘unworkable’ schemes

The voracious debate over bitcoin’s scaling issue may soon be over, following reports that miners are now signaling more for the Segregated Witness (SegWit) scaling solution than the Emergent Consensus. But is SegWit the solution everyone is looking for, or will it end in even bigger—legal—problems for the community?

Proposed by Bitcoin Core developers, the main goal of SegWit is to send transactions off-chain and onto second layers like the Lightning Network or sidechains. SegWit has already drawn a lot of criticism over its use of a 1:4 ratio, which some miners pointed out as a political decision that will bind bitcoin’s trajectory for years regardless of technical factors.

But it doesn’t stop there, because according to one expert, SegWit’s technical changes could also pave the way for legal issues.

Jimmy Nguyen, chief intellectual property, communications and legal officer for technology research and development firm nChain, wrote an op-ed piece on CoinDesk, in which he raised the “significant risk” that an activated SegWit will bring in the legal system.

Resorts World Manila rampage deals a $7.6M dent on PAGCORs June revenue

State-run Philippine Amusement and Gaming Corporation (PAGCOR) is now bracing for PHP384 million ($7.6 million) losses as a result of a deadly rampage inside Resorts World Manila (RWM) early this month.

During a round-table discussion with Manila Bulletin editors on Tuesday, PAGCOR Chairman Andrea Domingo admitted that the suspension of the gaming license of casino operator Travellers International Hotel Group, Inc. has put a dent on the state-regulator’s target revenue for the year.

It would be recalled that PAGCOR suspended the license of RWM pending the results of a probe into the June 2 incident where a lone gunman stormed into the casino hotel in Pasay City and set fire to the premises, resulting in 38 fatalities.

Domingo estimated that the government is losing around P12 million to P14 million a day from the non-operation of RWM. The losses that the government may possibly incur, according to Domingo, will reach billions of pesos if RWM’s gaming facility will remain shuttered.

Gambling sites fight tooth and claw over UK football shirt deals
