Philippines’ land-based eGames sector to add live dealer casino

The Philippines’ land-based eGames electronic gaming sector could soon be adding live dealer casino games to their product offering.

Last month, the Philippine Amusement and Gaming Corporation (PAGCOR) issued a memorandum covering the accreditation of data/content streaming providers for live dealer casino games. The memo, dated March 13, was only posted to the PAGCOR site on Monday.

The memo indicates that PAGCOR’s board of directors approved plans at its January 31 meeting for allowing eGames operators to offer live dealer casino games. The memo sets out the process by which technology providers can have their live dealer studio/production facility approved to operate within the eGames environment.

The Philippines is the primary licensing hub for Asian-facing online gambling operators under its Philippine Offshore Gaming Operator (POGO) program. However, POGO licensees are strictly prohibited from accepting action from Philippine residents.

Finnplay adds Red Rake Gaming games content

German gambling participation rate continues to fall

Germany’s overall gambling participation rate continues to decline, despite increases in gambling stakes and revenue.

The German Center for Addiction (DHS) recently released its 2018 Yearbook (in German), which tracks rates of consumption of all manner of potentially addictive substances and activities, including drugs, alcohol and gambling.

According to the yearbook, the lifetime gambling participation rate among all Germans fell to 75.3% in 2017 from 87.1% in 2009. The prevalence rate over the 12 months of 2017 was 37.3%, on par with statistics from last year’s Drug and Addiction Report 2017 (which actually covered activity in 2015).

The decline in gambling participation comes despite the fact that Germany’s gambling market has undergone a 191.5% increase since the country liberalized its land-based market in 2006.

Demand for mass tables fuels NagaCorp 2018 Q1 GGR

Casino gross gaming revenue (GGR) of Hong Kong-listed operator NagaCorp Ltd jumped nearly two-fold in the first three months of 2018 as more mass market players turned to gaming tables for entertainment.

In a regulatory filing, NagaCorp announced that its gross gaming revenue jumped to US$243.19 million for the three months ending on March 31, 2018, a 181 percent increase compared to the unaudited GGR of $86.66 million in the same period last year.

NagaCorp, which has an exclusive license to operate casinos in Cambodia’s capital of Phnom Penh, attributed the rise of gaming volume in its brick-and-mortar facilities to the influx of Chinese tourists that drove the mass market segment.

The mass market business climbed 32.8 percent in the first quarter to $779.1 million.

Aussie court freezes Thai casino vendors’ shares in Donaco

An Australian court has stopped three Thai vendors of the Star Vegas casino business in Cambodia from disposing their shares in casino operator Donaco International Limited, which is now part of a legal claim.

Donaco announced on Tuesday that the Supreme Court of New South Wales recently issued a freeze order on some 148 million Donaco shares held by several Thai vendors upon the request of the casino operator.

The vendors were identified as Somboon Sukcharoenkraisri, who also had a Cambodian passport under the name of Lee Bug Leng; Techatut Sukcharoenkraisri, also known as Lee Bug Huy in Cambodia; and Bhuvasith Chaiarunrojh, who uses a Cambodian name Lee Bug Tong.

In his order, Justice James Stevenson restrained the Thai vendors or their representatives from either selling or disposing of the shares until the Singapore arbitration court issued a final resolution on Donaco’s complaint.

GiG signs deal with mobile real money and social games developer Gaming Realms

Kick off for bookie public beta ahead of World Cup

Legalization on the horizon for Myanmar’s underground casinos: report

Like lit up Christmas trees in the distance, from Thailand one can see the lights of the gambling parlors in Myawaddy, Myanmar, across the Moei River. This wouldn’t be newsworthy if it weren’t for the fact that gambling is illegal in Myanmar. Despite regulations, it is estimated that around 70% of Myanmar’s adult population gambles at some point. The strict controls, however, might soon fade away, as the country is exploring the possibility of legalizing gambling in an effort to attract more international tourists, according to a Nikkei Asian Review report.

In Myawaddy, one of the illegal gambling dens serves customers on 40 different tables in a rudimentary game of Hi-Lo. The games don’t use chips like most casinos. It uses standard Thai currency, the baht.  Bets range anywhere from about $3.20 to $9.60 per game with a roaring hush over the tables until someone makes a huge win. There are no ID checks – anyone and everyone is welcome.

The authorities know that the gaming rooms are there, but chose to ignore them because the casinos are often jointly owned between militant ethnic groups and wealthy Thai citizens, according to the report. The Myanmar government has decided that a hands-off approach when dealing with the ethnic groups is the best approach. Ex-rebels now suit up as part of the Border Guard Force and help to maintain order along the borders. Upsetting the balance would not bode well for the government.

If Myanmar were to legalize gambling, a lot of the problems could go away. Much-needed revenue would be brought into local governments which could, in turn, provide the means to work with the armed groups in the remote towns. The move would also attract a great deal of tourism, which is always welcome, from areas such as Thailand or China.

BC casinos see huge decline in casino-cash transactions

This shouldn’t be a surprise to anyone. In a report provided by British Columbia (BC) District Attorney (DA) David Eby, he stated that “suspicious” cash transactions in casinos had dropped by a considerable amount as of February. He made the statement during a meeting with the House of Commons finance committee, according to the Vancouver Sun.

The drop comes due to drastic changes in gambling legislation in BC following allegations of money laundering at several casinos. The most egregious acts were purportedly carried out at the River Rock Casino in Richmond. Investigations are still ongoing, and cover more than three years’ worth of documents that the casinos kept, or were supposed to keep.

Eby reported that, in looking at historical data, more than US$15 million in suspicious activity was recorded in July 2015. Now, as of February, the amount was down to around US$154,000. The DA admitted, however, that not all of the transactions necessarily were due to money-laundering efforts.

This is just the beginning, cautioned Edy. He indicated that it’s possible that the transactions don’t represent a resolution, and that perhaps people have just moved to other methods to conduct their business. In speaking with the finance committee, he said, “I believe that money has moved elsewhere, and I also believe we have a concern that needs to be dealt with bank drafts.”

Japanese legislators agree to 30% casino tax

Last week, reports surfaced that there are pending gambling changes in Japan in anticipation of launching casinos in the country. One of the last subjects to be decided by the ruling parties was how much casinos would be taxed, but that debate has now come to a close. The two parties last Friday reached an agreement on taxes, as well as the size of gaming space in relation to resort space.

The Liberal Democratic Party (LDP) and the Komeito Party agreed that casinos would be taxed a flat rate of 30%, according to reports. They also decided that the gaming space of integrated resorts (IR) would be limited to 3% of the overall IR space. This latter decision was designed to appease pro-IR legislators.

Komeito had previously wanted an incremental tax rate. It proposed a 30% rate that would subsequently increase to 50% based on a certain level of income. The LDP pushed for, and won, the flat 30% tax rate.

The gaming floor size limitation is apparently not very well defined. There has been no clarification on what overall IR space is in order to calculate the 3% destined for gaming. A previously discussed limit of 161,458 square feet (15,000 square meters) has been completely rejected.
