Loto Quebec’s online gambling revenue up one-third

Quebec’s online gambling monopoly reported revenue up more than one-third in the first quarter of its current fiscal year, driven largely by larger lottery jackpots.

Last week, the Loto Quebec provincial gaming monopoly reported revenue of C$686.5m (US$521.5m) in the three months ending June 25, a 6.4% improvement over the previous year’s Q1. Net income fared even better, rising 10.7% to C$359.8m.

The mainstay lottery division was responsible for most of the gains, as a string of larger Lotto Max jackpots pushed lottery revenue up 22.5% to C$244.4m. Lotto Max sales jumped over 71% to C$62.3m, representing more than one-quarter of all lottery sales, thanks in part to a record-breaking C$60m prize won on June 8 by a Quebec resident.

Revenue at the province’s four land-based casinos was essentially flat at C$213.5m, due in part to the Casino de Montreal playing unlucky during the period. But Loto Quebec maintains that the most recent quarter had one less day than the previous period, and that casino sales would have actually risen 1.4% had the extra day been included in the current results.

Greece finally unveils new online gambling licensing plans

Greece’s online gambling market is finally rolling out its new licensing regime, but applicants are likely to feel a little sticker-shock.

On Friday, Greece’s Ministry of Finance unveiled its long-delayed plans to revamp its online gambling market, allowing the 24 operators who have been operating on ‘transitional’ permits since 2011 the opportunity to apply for new licenses. But the fine print of the new licensing plan will likely disappoint many of these operators.

For starters, the new licenses will cost €4m for operators who only wish to offer sports wagering online, while the right to offer other online gambling options will cost an additional €1m. Licenses will be valid for five years, and operators must apply for renewal at least one year in advance of the license expiration, with renewal fees equal to the original license fee.

Applicants must submit a deposit of €500k and demonstrate that they hold a license to operate online in another European Union market, along with records of their previous three years of financial performance.

Budapest – 10 September 2018 –Belarus has been in the headlines of several industry headlines when it comes to new regulations in Europe and neighboring countries. The landlocked country in Eastern Europe bordered by Russia to the northeast, Ukraine to the south, Poland to the west, and Lithuania and Latvia to the northwest, seems to be heading towards being a clearly regulated gambling market.

Just recently, the Belarusian Tax and Duties Ministry has announced that they will legalize online gambling institutions from April 2019. Vladimir Mukvich, Deputy Tax and Duties Minister of country, told the media about the recent Decree No. 305, which deals with “the legal regulations of gambling business.” However, he does not foresee a huge growth in online casinos in the country in the immediate future.

He said the basic norms of the decree come into force from 1 April 2019. Mukvich alsoadded: “We cannot say that there will be a large number of them in 2019–2020. We do not see any preconditions for such a trend.“

As a regulator, the Tax and Duties Ministry is interested in preventing online gambling to become a monopoly activity and expects applicants to be able to fulfil the requirements for organising online casinos.

Scandinavian Gaming Show summary of day two and thanks to all who attended

Melco to delist from Philippine Stock Exchange

Melco Resorts and Entertainment (Philippines) Corporation, which operates the City of Dreams Manila casino, announced its delisting from the Philippine Stock Exchange (PSE).

In a filing, MCO (Philippines) Investments Limited, the majority shareholder of Melco Philippines, declared it will be conducting a tender offer for 1.5 billion shares, constituting 27.23% of Melco Philippines’ outstanding capital stock, at PHP7.25 ($0.13) per share, for a total of PHP11.2 billion ($207.4 million).

Parent company Melco International Development Limited, in a filing with the Hong Kong Stock Exchange, said that MCO “viewed the listed status as an important tool allowing [Melco Philippines] to raise funds in the Philippines public market, in order to provide capital for expansion and other business plans. However, [MCO] believes that [Melco Philippines’] listed status in recent years has not contributed to its ability to raise funds despite considerable efforts and expenses being incurred to maintain its listed status.”

The company noted that the offer price “is towards the high-end of the range of fair market price per [Melco Philippines] share as opined by an independent valuer and represents an approximately 14% premium over the three-month volume weighted average price of the [Melco Philippines] Shares ended on 7 September 2018.”

POGOs must register with Philippine tax bureau

Internationally-licensed gaming operators in the Philippines must register with the Bureau of Internal Revenue (BIR), the agency said.

In Revenue Memorandum Circular 78-2018, Commissioner Caesar Dulay said that Philippine Offshore Gaming Operators (POGOs), which cater to gamblers outside of the Philippines, are considered resident foreign corporations “engaged in business in the Philippines,” and not nonresident foreign corporations.

“All Foreign-based and Philippine-based Operators, including those have already been issued an Offshore Gaming License by [state regulator] PAGCOR are required to register with the Bureau of Internal Revenue on or before payment of any tax due; or before or upon filing of any applicable tax return, statement or declaration as required by the Tax Code, as amended, whichever comes earlier,” the circular read, adding that operators will have to register at the Revenue District Office that has jurisdiction over them.

Specifications are given for the submission of documents, depending on the registering entity. The documents include a Philippine Securities and Exchange Commission (SEC) certificate of incorporation, mayor’s business permit, and various BIR forms.

Card Player Poker Tour returns to Seneca this fall

The Card Player Poker Tour (CPPT) is going to make a return appearance at the Seneca Niagara Casino this fall. It is returning to the casino for its third consecutive year in November to offer the annual Fall Poker Classic, an eight-event series that has at least $370,000 in guarantees up for grabs.

The action kicks off on Friday, November 9 with a $300 buy-in NLHE tournament. It boasts a $100,000 guarantee and will have four starting flights, at 10 AM and 6 PM, on Friday and Saturday. Levels are 30-minutes and players will begin with 20,000 in chips.

As usual, the big attraction of the series will be the Main Event. It will be a $1,000 buy-in tournament with currently a $200,000 guaranteed prize pool ready to be divided. The first starting flight will be held on Thursday, November 15 at 3 PM, with two more starting flights the following Friday and Saturday at 11 AM. Those fortunate enough to make it to the final table will take their seats on Monday, November 19. The Main Event winner will not only take home a suitcase full of cash, but will also have his or her picture displayed on a future CPPT Magazine cover.

There will be a number of qualifiers to try and win entry into the Main Event. The $145 satellite tournaments will be held on October 20 and 27, and November 3 at 3 PM, as well as every night from Sunday, November 11 to Wednesday, November 14. There will also be three more qualifiers on Friday, November 16 and a last-chance opportunity on Saturday, November 17.

AIGF successfully hosts the inaugural ‘Pro Series’ event

All India Gaming Federation (AIGF), the apex Industry body for Policy Advocacy & Regulation for online Gaming in India successfully hosted the recently concluded ‘Pro Series’ on 4th Sept, 2018 at Deltin Royale, Goa.  With this event, AIGF has kicked-started a series of initiatives aimed to create awareness about online Skill Gaming in India. Amax clears debt through share subscription

In order to clear debt owed to a shareholder that has been carrying the company and two advisers, Amax International Holdings decided to give up some shares. In a statement from last Thursday, the gaming investment company said that it had conducted a share subscription that saw it collect $1.12 million in order to pay off the debts, which total just under $1.12 million.

Amax issued almost 37.2 million subscription shares at a price of $0.0308 each. Part of the money, according to a filing at the end of last month, will be applied to the debt owed to shareholder Wong Kam Wah, who is “supporting the daily operation of the company by providing unsecured interest-free advance.” Wong was owed a total of $318,477 at the time of that filing.

The company also owes money to two companies. It owes Chanceton Capital Partners, a financial services company licensed in Hong Kong, and Skyline Ace Ltd. $414,023 apiece.

Amax used to be one of the most powerful companies in the VIP gambling segment of Macau. It gained its superiority through a separate arm that controlled interests in junket operations. However, its prominence has fallen off in recent times.
