With Liberation Carnival set to begin, Guam await gambling rules

For the first time in two years, the Liberation Carnival will be allowed to include casino-style card games. However, the Mayor’s Council of Guam is still awaiting the rules and regulations that will govern the activities related to gambling, as they have not been provided and the carnival is now just about six weeks away.

Bill No. 101-35 is a measure that will set forth the policies and guidelines that will be used during the two-month-long festival. However, hearings on the bill are not set to begin until April 29, giving vendors and carnival officials a very small window to prepare for the upcoming event.

This would not be the first hearing related to the measure. The country’s lawmakers already met to discuss the bill since gambling was permitted, something that is disturbing many of the members on the Council, including Executive Director Angel Sablan. “If they have another hearing next week we’re going to say the same things we already said.” He added, “It’s going to be a race against the clock,” as the event is set to begin on June 5 and will run until August 3.

Earlier this month, Bill No. 29-35 allowed for the return of gambling to the carnival. It was signed into law on April 4, but the new rules and regulations governing gambling were not included as part of the legislation.

Macau’s rubella outbreak continues with two more staff infected

The health crisis in Macau is not yet over. Macau’s Health Bureau has announced that two more people, working at MGM Macau this time, have caught rubella infections, reports GGRAsia.

The two staff members of the casino are both residents of Macau, but originally come from mainland China. They both also showed an “unclear history” of vaccination against the easily preventable infection, the bureau noted in their April 24 announcement.

This is just the latest new infected staff members of Macau resorts, but there have been more. Earlier in April, it was revealed that 12 employees had been infected by the virus in the first two weeks of the month. Many of them were also from China and were unclear on if they had been vaccinated.

At the time, the New Macau Gaming Staff Rights Association petitioned the Labour Affairs Bureau, asking for more pressure on resorts to help staff avoid the disease by encouraging them to stay home if they showed symptoms.

Irish MP thorny in gambling regulation committee discussion

New Irish gambling laws are just taking too long and being held up for totally nonsense reasons. That’s the gist of what Fine Gael MP and Junior Justice Minister David Stanton said to the Justice Committee recently, as reported by the Irish Independent.

As he’s the man in charge of regulating the industry, he had to answer a lot of questions about how to deal with the concerns the industry raises, should new laws be passed. A good summary of his responses would be “It’s not my problem.”

When asked if gambling machines are illegal, he responded, “I am not a judge.”

When asked about if addiction was a problem that should be addressed by gambling regulations, he shifted responsibility, saying, “Even in jurisdictions where they have very strong regulation, they still have problem gambling and addiction… If someone has a gambling addiction, it is primarily a health matter and that person needs treatment.”

GVC Holdings calls on tougher advertising rules in the UK

GVC Holdings are ready for the UK to take the next step in their creeping ban on advertising. In a corporate announcement posted to their website, the sports betting and gambling operator is now calling on the UK to end all sports-betting broadcast advertising.

The decisions to push for a harder ban apparently comes because GVC doesn’t feel the current plan goes far enough. The group that runs both Ladbrokes and Coral infers that the whistle-to-whistle ban doesn’t do enough to keep the public safe from problem gambling, and so a total broadcast ban is necessary.

GVC’s CEO Kenny Alexander said in the release:

“Whilst the vast majority of our customers enjoy our products responsibly, it is high time that the industry did more to protect its customers from potential harm. As the UK’s largest gambling company, and owner of Ladbrokes and Coral, we at GVC are doing exactly that. I call on our industry peers to help us bring about an end to broadcast advertising which promotes sports-betting in the UK no matter the time of day.”
