House panel OKs bill seeking to boost lottery ticket sales, stabilize scholarship fund

A bill aimed at increasing New Mexico Lottery ticket sales – and keeping the Legislative Lottery Scholarship fund solvent – cleared another hurdle Wednesday when the House Regulatory and Public Affairs Committee voted to move it forward. Senate Bill 355, sponsored by Sen. John Arthur Smith, D-Deming, would terminate a requirement that the lottery funnel 30 percent of its annual revenues from ticket sales into the scholarship fund and instead invest more money in higher payoffs and marketing tools to boost ticket sales.

FSB Tech unveils GoWager iOS application; Spiffx to launch IPO in Nasdaq OMX

London-based FSB Technology Ltd announced the launch of its new fully-responsive sportsbook platform and a native iOS mobile application.

The new GoWager iOS application, now available in Apple’s UK App store, makes use of the Apple’s technology to ensure that a customer can quickly find and place their bet.

The platform is controlled through FSB’s drag-and-drop content management system. The modified CMS platform gives operators control over the management of their user interface, plus the ability to create and design unlimited landing pages.

Ladbrokes hires Kaper marketing agency for royal baby betting project

Universal tells JASDAQ that Philippine and Japan cases have closed, US case expected to follow

Universal Entertainment has issued a filing to the JASDAQ Securities Exchange, saying that the investigations surrounding Chairman Kazuo Okada in Japan and the Philippines have “concluded” also adding that a separate investigation in the US is expected to be closed due to“lack of evidence.”

“We are pleased to announce that all inspections or investigations by government related bodies – of the group and its officers and employees in relation to the groundless suspicion – have thereby concluded for all practical purposes in the Philippines just as all investigations … in Japan have concluded,” the company said in its filing.

According to Universal, an investigator with the National Bureau of Investigation (NBI), identified as Katherine Camposano, stated at a hearing of the Gaming and Amusement Committee of the House of Representatives last December 10, 2014 that the Prosecutor General of the Philippines proposed to Secretary of Justice Leila de Lima to “terminate the investigation on the company due to “insufficient evidence” pertaining to the allegations that the company engaged in the bribery of PAGCOR officials to curry favors in its pursuit of a casino license in the Philippines.

Universal also added Gaming and Amusement Committee Chairman Elpidio F. Barzaga Jr. requested the NBI to submit their reports related to the issue on January 13, 2015. In response, NBI Director Virgilio L. Mendez sent the chairman two reports compiled by the Fact Finding Panel, one dated June 28, 2013 and one dated September 24, 2014.

Nepal authorities prepares to amend casino law after operators call for relaxed rules

The Nepalese government plans to amend Casino Regulation 2013 after operators have expressed an unwillingness to relaunch their operations due to “unfeasible requirements.”

Ministry of Culture, Tourism, and Civil Aviation spokesperson Mohan Krishna Sapkota told the Himalayan Times that the MoCTCA is prepared to hear out the complaints of local operators. A number of operators have criticized the new regulations, specifically on issues pertaining to capital and renewal fees.

“Casino Regulation-2013 has envisaged attracting foreign direct investment in casinos and the law was formulated accordingly,” Sapkota said. “However, considering the request of local operators, the ministry is doing groundwork to make some amendments.”

Local operators have argued that casinos would be hard-pressed to obtain new licenses because the regulations enforced in 2014 are too restrictive and expensive for operators. The new regulation requires operators to have a Rs 250 million ($2.5 million) as paid-up capital and submit a bank guarantee of Rs 30 million to ensure royalty.

Iowa, Kansas make moves to pass daily fantasy sports bills; DraftKings partners with WWE

As the debate heats up on the legality of daily fantasy sports betting, the state of Iowa is putting the kibosh on the issue when the state’s senate passed Senate File 166, which essentially describes fantasy sports as a game of skill and as such, should not be considered as gambling.

The senate approved the bill by a significant margin with those who approved it doubling the number (32) of those who voted against it (16). The bill now moves to the Iowa House of Representatives, which ironically has its own bill – House File 281 – on the issue.

The two bills, though similar in nature, do have some minor differences, including an amendment on the Senate bill that added a provision that forbids daily fantasy sports contests to be based on high school sporting events.

Sen. Jeff Danielson, the chairman of the Senate State Government Committee, voted in favor of the bill, arguing that the time is now right for the state to clearly define what fantasy sports are, specifically if its considered a game of skill or outright gambling.

NY county gets 2nd $100M-plus lottery winner in 3 months

An upstate New York county of 76,000 people has gotten its second $100 million-plus Mega Millions jackpot winner in three months. Real estate agent Tammy Pratt of South Fallsburg in Sullivan County was introduced Wednesday as the sole winner of the $126 million Mega Millions jackpot drawn Feb. 27. Pratt was between real estate appointments when she stopped for gas.
