China online lottery operator accused of embezzling $322m
A Chinese reporter with a track record of exposing corruption has made some rather staggering allegations regarding a state-owned online lottery operation.
On Sunday, Global Times Sunday quoted Xinhua News Agency reporter Wang Wenzhi accusing He Wen, general manager of China Lottery Online Co Ltd, of “abusing his authority” by secretly funneling RMB 2b (US $322m) of lottery funds into personal bank accounts.
Wang, who previously exposed corruption by the former president of state-owned China Resources (Holdings) Co Ltd, accused He of controlling “the system, sales data and funds of the lottery, which severely violates regulations.” Wang said “lottery data and technical skills should be separately managed to prevent fraud, but He’s company played both roles for 12 years.” Wang went on to describe China Lottery Online Co Ltd as a “freak” of China’s lottery industry.
Wang first published his allegations about He in the Economic Information Daily newspaper in May of this year, which led He to sue Wang for defamation. He is seeking RMB 5m in damages from Wang, as well as a public apology to be published for seven consecutive days. A Beijing court has already heard the case but has yet to issue a decision.

Nevada casinos finish fiscal year down 1.6% to $11.05b
Nevada casinos saw gaming revenue slip 8% in June as a sharp fall in baccarat revenue offset a record baseball betting tally.
Gaming revenue for the month of June came to $830.9m, down 8% from the same month a year ago and significantly below May 2015’s $1b revenue mark. The year-on-year decline was even more pronounced on the Las Vegas Strip, where revenue fell 16% to $445m. The month also brought an end to the state’s fiscal year, in which revenue fell 1.6% to $11.05b statewide, while the Strip was down 4.3% to $6.3b.
The chief culprit behind June’s decline was baccarat, which saw hold rate slip to 9.4%, resulting in a 56% revenue decline to $59.5m. Roulette was also down sharply, falling 22.1% to $25.5m, narrowly edging out craps, which fell 12.4% to $25.4m. In contrast, blackjack posted a 3.8% gain to $81.4m, making it the month’s top table earner.
The rest of the table games fared as follows: three-card poker ($11.3m, +0.4%), mini-baccarat ($8.7m, +29.4%), pai gow poker ($8.7m, +2.7%), let it ride ($3m, +1.1%), keno ($2.5m, +7%), pai gow ($1.4m, +69.1%) and bingo (-$252k, -20.8%). Poker revenue, which includes the state’s two regulated online poker sites, was up 4.5% to $15.8m. The state’s slots revenue was down 1% to $556.1m.

Macau Tightens Belt as Gaming Revenues Fall Short of Target
Macau is considering austerity measures amidst predictions that gaming revenues will not meet the government’s target for July.
The Macau Business Daily reported Secretary for Economy and Finance Lionel Leong expects the city’s gaming revenues will fall short of MOP18 billion ($2.25 billion) in July, saying “it will be necessary for us to conduct austerity measures.”
The government has set a target of MOP18.35 billion for July, but if it’s not met, Leong said he will have to meet with Chief Executive Fernando Chui Sai On and talk about tightening measures for August.
Leong said the city’s gaming revenues for July has always been MOP1 billion higher than June, but that pattern did not happen this year. Still, the finance secretary is positive that the summer vacations at the end of the month will encourage arrivals in the city.
