Canadian court rejects high-roller’s attempt to dodge $11m casino debt

A Canadian court has rejected a high-roller’s attempt to avoid paying an $11.1m gambling debt to Singapore’s Marina Bay Sands casino.

In February 2013, a gambler named Jian Tu aka Tu Jian ran up a credit marker of S$9.94m at MBS, which is owned and operated by Las Vegas Sands. One year later, MBS filed a statement of claim over Tu’s unwillingness to honor this marker, and MBS received a default judgment against Tu in June 2014.

MBS, which has not been shy about pursuing its regretful VIPs, eventually tracked Tu down to Markham, a town just outside Toronto, where he enjoyed permanent resident status. MBS filed a claim in Canada to seize Tu’s local assets and made multiple attempts to serve the judgment on Tu via regular and registered mail and courier between July 2014 and January 2015.

Apparently realizing he was cornered, Tu filed a motion to dismiss the Canadian proceedings, based on his claim that the credit agreement with MBS stipulated that any dispute had to be handled by a Singapore court. Tu’s wife submitted a claim that her husband had never received any of MBS’ attempts to serve him with the judgment at his Canadian residence because he’d been traveling.

South Korea, Thailand, Hong Kong have busy weekend for online gambling busts

Authorities in South Korea have broken up an internet gambling operation posing as an online shopping network.

On Sunday, the Korea Times reported that the Seoul Metropolitan Police Agency (SMPA) had arrested four individuals for their involvement in the ring, which involved 30 different illegal gambling sites taking wagers from Korean punters. The sites, which were disguised as online shopping businesses, were operated from within China in a bid to avoid detection by South Korean authorities.

Among those detained were the sites’ owner, a man identified only as Lee, along with the sites’ operator, a man identified only as Park. The latter man told the SMPA that Lee had entrusted him with running the sites in August 2013. Since that time, Park claimed the sites had handled wagers totaling KRW 135.4b (US $114m), of which the sites kept KRW 24b ($20.2m) as profit.

Park claimed the site had a client roster of around 20k gamblers, who used fake names to avoid police connecting their bank account activity with the sites. Park reportedly operated the sites from Shenyang in China’s Liaoning province, although he used his share of the profits to live in a “luxurious” house back home in Busan.

China, Macau sign pact to toughen money laundering measures

China’s central bank has signed a pact with Macau’s financial regulators to bolster cross-border anti-money laundering measures.

In a notice on its website, the People’s Bank of China (PBC) announced on Friday without elaboration that it has signed a memorandum of understanding with the Macau Monetary Authority on bilateral exchanges on anti-money laundering regulations, information exchange mechanisms and on-site inspections.

The PBC also said that the mainland and Macau would adopt recommendations from a global anti-money-laundering body, the Financial Action Task Force, to toughen regional supervision against money laundering.

The agreement is the latest move in Beijing’s wider anti-graft drive, as Macau casinos have been considered a money laundering blackspot. Macau’s junket operators and high roller VIP industry have also come under increased scrutiny from authorities due to Chinese President Xi Jinping’s campaign to crack down on corruption and illicit transactions.
