Ex-lottery overseer set to lead state racing panel
The former chairman of the now-defunct Arkansas Lottery Commission, John C. “Smokey” Campbell of Hot Springs, started work this week as the director of the Arkansas Racing Commission. The commission regulates thoroughbred and greyhound racing in the state, including Oaklawn Park in Hot Springs and Southland Gaming and Racing in West Memphis.

Wynn Resorts’ proposal for a $1.7 billion casino in Everett won a crucial environmental certificate from the state on Friday, clearing one of the biggest obstacles it faced and moving the Las Vegas company closer to getting a shovel into the ground. Baha Mar restructuring plan gives finger to Chinese contractor
The US judge overseeing the bankruptcy of the troubled Baha Mar Casino & Hotel in the Bahamas has told the squabbling parties to keep talking.
On Wednesday, Baha Mar Ltd, the developer of the stalled $3.5b resort project, filed a restructuring plan with the US Bankruptcy Court in Delaware. The plan, which is intended to restart work on the nearly finished project, suggests voiding Baha Mar Ltd’s deal with its principal contractor China Construction America (CCA) as well as the $72m or so in claims CCA has against the developer.
Baha Mar Ltd filed for Chapter 11 bankruptcy protection in June, citing debts of over $1b. The project has been fraught with delays and cockups since the 2008 global financial crisis and CCA stopped work on the project earlier this year because it said Baha Mar Ltd wasn’t paying its bills. In retaliation, Baha Mar sued CCA for allegedly failing to meet specified timelines.
The restructuring proposal promises that all of CCA’s Bahamian subcontractors will eventually be paid “in the ordinary course of business.” This is intended to win back the support of the Bahamian government, which has filed papers to take control of the project due to the number of local jobs at stake. The government is also listed among Baha Mar Ltd’s creditors as being owed a total of $58.8m.

Nevada casino baccarat handle falls more than one-third
Nevada casinos started their new fiscal year off on a downer note.
According to figures released Friday by the Nevada Gaming Control Board, statewide casino revenue in the month of July came to $923m, a decline of just under 1% from the same month last year, although the figure was up 11% from June 2015. The situation was slightly worse on the Las Vegas Strip, where revenue fell 2% to $525m.
Total slot machine revenue was up 5.5% to $600m and baccarat was the month’s top table game earner, although baccarat’s $104m take was down 23% year-on-year on a 12.75% win rate. Baccarat handle fell by more than one-third year-on-year, in case anyone needed proof that the VIP slowdown in Macau has also put a serious crimp in the number of Asian whales willing to make the trip to Vegas.
Blackjack ranked second in the table takings, although its $81.4m was down nearly 22% year-on-year. Roulette was up 55.4% to $35.4m while craps fell 15.5% to $30.2m. The rest of the table chart looked like this; three-card poker ($12.1m, +15%), mini-baccarat ($9.9m, +13.3%), pai gow poker ($9.9m, +2.3%), let it ride (($3m, +10%), keno ($2.4m, +3.5%), pai gow ($675k, -34.3%) and bingo ($545k, -41%).

GVC posts good gains in H1 as CEO predicts Bwin.party acquisition victory
Strong casino growth helped online gambling operator GVC Holdings overcome the impact of new taxes in the first half of 2015.
Overall revenue in the six months ending June 30 rose 15% to €121m while earnings rose 14% to €25.5m. Sports revenue per day rose 6% to €303k despite margins falling 1.1 points to 8.8%, while gaming revenue was up 25% to €365k per day. GVC’s core operations include the Sportingbet, CasinoClub and Betboo brands.
Sports betting turnover rose 18.5% year-on-year. In-play’s share of sports betting revenue rose 10 points to 73% while mobile’s share increased 16 points to 38%. Total customer deposits rose 18% as the number of active and depositing customers increased 14% and 7% respectively.
Looking forward, GVC says trading in the first two months of Q3 has been “strong” despite the absence of a major football tournament like last year’s FIFA World Cup. GVC’s board remains “highly confident” regarding its prospects for the rest of 2015.
