State passes India’s landmark bill allowing games of skill

A state in India has passed a bill that could pave the way for regulated online rummy and poker websites in the country.

The legislative assembly of Nagaland recently passed the Nagaland Prohibition of Gambling and Promotion of Online Games of Skill Bill 2015, becoming the first legislation in the country that addresses the issue of games of skill such as poker, rummy and fantasy sports, local media reported.

Introduced in July 2015, the bill states that “games of skill can be played for real money and a profit or gain can be derived from it” as long as a license is obtained from the state government, according to a Swarajya Magazine report.

Included in its list of skill games are chess, poker rummy, Sudoku, nap, virtual golf, quizzes, and virtual sport fantasy league games.

China lottery sales plummet 9.4% in February

Lottery sales in mainland China continues its downward trend in the first two months of 2016.

New data from the country’s Ministry of Finance revealed that total lottery sales for February amounted to RMB22.454 billion (US$3.45 billion), down 9.4 percent or RMB2.335 billion compared to last year’s figures. Welfare lottery sales was also lower by 5.2 percent at RM12.341 billion compared to the same period last year, while sports lottery dropped 14.1 percent year-on-year to RMB1.663 billion.

No explanation was given on the lottery sales dip, but it’s worth noting that sales of lottery products, except for instant lottery, were suspended during the Chinese New Year holiday, which lasted for a week.

Still, 16 of the 31 provinces that are authorized to sell lottery products reported an increase in sales for the February period. Majority of the said provinces—including Hubei, Jiangsu, Henan, Sichuan and Yunnan—saw double-digit increase in sales year-on-year, according to the finance ministry.

Tony Fung gets Chinese backing for Aquis Great Barrier Reef casino

Plans for Tony Fung’s $8 billion Aquis Great Barrier Reef casino is finally a step closer to development.

This was after the Hong Kong-based gaming tycoon has reportedly sealed a deal with two Chinese groups—Tandellen and CCCC International Holding—which will provide development and financial backings to the project, The Australian reported.

Chinese state-owned group CCCC International Holdings first gained attention last year after reports of “deep links” to the Chinese ruling party as well as corruption allegations surfaced. It was revealed that the group was debarred in 2011 from participating in World Bank-financed projects following a corruption probe in a road project in the Philippines, in which CCCC subsidiary China Road and Bridge Corporation was involved.

In 2015, CCCC shelled out more than $1 billion to purchase the Leighton Holdings subsidiary of John Holland as part of its plan to diversify into residential and hotel investments as well as grow its engineering and construction projects, according to the report.
