British Columbia reports 735% surge in Gaming Act Violations, zero charges filed

British Columbia’s finance minister couldn’t – or wouldn’t – explain why the number of Gaming Control Act violations at licensed gambling operators skyrocketed 735% in a single year.

On May 17, the BC Ministry of Finance released the 2014-15 annual report of the Gaming Policy Enforcement Branch (GPEB), which cracks the whip on the province’s licensed gaming operators, including casinos, lotteries, bingo halls, racetracks and the province’s online gambling site PlayNow.com).

The report – which has yet to be posted to the GPEB’s website but was independently published by journalist Bob Mackin – shows 3,215 violations of the Gaming Control Act (GCA) in the fiscal year ending March 31, 2015, up from just 385 in the 2013-14 report.

The same day that the report was released, New Democratic Party finance critic David Eby attended a budget estimates hearing, at which he quizzed finance minister Mike de Jong (pictured) as to what was behind the year-on-year surge in GCA violations.

Confusion reigns in Pennsylvania legislature over online gambling plans

Pennsylvania’s House of Representatives appeared to have rejected efforts to pass online gambling legislation on Tuesday, only to immediately perform CPR on the bill for further debate at a later date.

After prolonged debate and furious filing of legislative amendments, the House voted 107 to 81 against the omnibus gaming legislation proposed by Rep. John Payne, whose oratory skills failed to sway legislators regarding the need to modernize the state’s gaming laws.

However, a motion to reconsider the vote was immediately filed and was eventually approved by an even larger majority. The contradictory votes reflected the confusion that reigned on the floor regarding a pair of competing amendments, with video gaming terminals (VGT) playing the starring role.

Payne’s original HB 649 legislation was passed over in favor of a proposed amendment to HB 1925, a bill introduced in March to clarify how the state spends its gaming tax revenue. The amendments have yet to be posted online, but according to Payne’s introductory speech, amendment 7619 was the “mirror” of his HB 649 bill.

500.com goes one year without earning any online sports lottery revenue

Online sports lottery operator 500.com has now gone a full year without any revenue from its core product following China’s suspension of online lottery sales.

Last week, the Shenzhen-based 500.com reported a net loss of RMB 90.9m (US $14.1m) in the three months ending March 31. During Q1, the company generated nil revenue from sports lottery operations, the fourth straight quarter the company has earned bupkis from its principal reason for existence.

Beijing suspended all online lottery sales in March 2015 after uncovering widespread fraud at provincial lottery administration centers. 500.com was one of two companies authorized to take part in an online lottery pilot program, and while rumors have circulated regarding Beijing’s intention to relaunch online sales, there’s been no confirmation of these rumors from official channels.

500.com did report RMB 2.2m ($300k) in revenue via online payment processor Sumpay.cn, in which 500.com acquired a majority stake last December. However, 500.com has since decided it may need that cash to keep its lights on, so it sold its 63% stake in Sumpay at the end of March.
