EU’s new illegal sports betting stance bad for Malta, good for other jurisdictions

The shifting European Union definition of illegal sports betting spells trouble for Malta’s online gambling licensing regime, while opening up possibilities for non-EU licensing jurisdictions such as Antigua.

In 2014, the Council of Europe proposed a new definition of illegal sports betting that required the activity to be legal in the member state in which the customer resided, rather on where the operator was based.

Malta, which derives 11% of its gross domestic product from its online gambling sector, asked the European Court of Justice to weigh in on the matter. A year later, Malta withdrew its request, while promising to achieve the desired effect through “other solutions.”

Over the weekend, the Independent quoted Malta Gaming Authority (MGA) chairman Joe Cuschieri saying that the EU’s proposed change to the Convention on the Manipulation of Sports Competitions would “effectively render illegal all operators who offer their services via their MGA license in other European states.”

Eldorado Resorts strikes $1.7b deal for Isle of Capri Casinos

Casino operator Eldorado Resorts has struck a $1.7b deal to acquire St. Louis-based rival Isle of Capri Casinos.

On Monday, Eldorado announced that it had reached a deal to pay $23 per share, a 36% premium over Isle of Capri’s current share price, in a mix of 58% cash and 42% in Eldorado stock. J.P. Morgan has committed $2.1b in financing for the deal, which will see Eldorado assuming $929m of Isle of Capri’s long-term debt.

While both company’s boards of directors have approved the deal, each company’s shareholders will also have to sign on for the deal to go ahead. Assuming all goes well, the acquisition is expected to conclude by Q2 2017.

Counting Isle of Capri’s 13 gaming venues, the enlarged Eldorado will control a total of 20 casinos across 10 US states. These 20 properties, which host a combined 20,800 slots and VLT machines and 560 gaming tables, generated revenue of around $1.8b in the 12 months ending June 30.

Antigua’s leader is seeking assistance from other nations to resolve the country’s protracted battle with the United States over online gambling rights.

This weekend saw Antigua Prime Minister Gaston Browne (pictured) travel to Venezuela to attend a summit of the Non-Aligned Movement (NAM), a group of 120 countries – many of them states in the developing world – not formally aligned with or against a major power bloc.

Caribbean360 quoted Browne urging NAM member states to offer Antigua “active solidarity” in bringing an end to the country’s 13-year World Trade Organization fight with the US over Antigua’s right to access the US online gambling market.

In 2003, Antigua launched a WTO claim over America’s refusal to allow Antigua-licensed online operators to access the US market. In 2007, the WTO awarded Antigua an annual $21m in damages, but the US has so far refused to pay a single penny of this now over $200m tab.

Ladbrokes-Coral shedding up to 700 jobs ahead of merger

UK-listed gambling operators Ladbrokes and Gala Coral Group plan to cut up to 50% of their workforce in preparation for the two companies’ proposed merger.

In an email to Gala Coral staff obtained by eGaming Review, CEO Carl Leaver warned that the fusion of the two companies will result in “around 600, maybe up to 700, fewer positions’ at the new Ladbrokes-Coral entity. The total represents around half of the two firms’ existing payrolls.

Affected staffers will be offered redundancy pay of between eight and 40 weeks their usual salary. Weaver said the process of identifying who gets the axe and who gets to stay will be based “purely on merit.” The payroll purge is expected to get underway in November.

The merged company plans to operate out of Gala Coral’s Stratford office, which will result in the closure of Ladbrokes’ Rayners Lane HQ. A smaller corporate office will be established on Victoria Street.

Cherry acquires Betman

Cherry has agreed to acquire the casino agreements, casino staff and equipment from Betman AB as of October 1 2016.  Betman operates restaurant casino in 15 venues with 27 gaming tables in Stockholm, Sälen and Visby.

The acquisition is expected to contribute MSEK 11.0 in revenue and a positive EBITDA of MSEK 2.0. The purchase price, which includes the maximum additional purchase price, amounts to MSEK 3.9. The deal is expected to generate ROI in less than two years. MSEK 2.3 is paid in cash on acquisition and the additional purchase price will be paid during quarter 3 2017.

Cherry’s market share of restaurant casino after the acquisition will be approximately 68 percent of the active gaming venues, according to the 2016 September statistics from the Swedish Lotteries and Gaming Authority.

Just when everybody thought that Wynn may now heave a sigh of relief after securing a legal victory over Sommerville Mayor Joseph Curtatone two months ago, an international developer has stepped in town to run after his profits in the state of Massachusetts.

Developer Eugene McCain has launched an aggressive effort to win a statewide vote in November on the slots parlor, and supporters have collected enough signatures for a local referendum, scheduled for Oct. 18, according to the Boston Globe.

It was reported that the Revere slots parlor’s proposed site is just three miles from Everett casino – and Wynn executives are not happy about it.

Saying that it would go against the 2011 casino law that called for a single slots parlor in Massachusetts, Wynn Resorts has opposed the plan but cut short on answering whether they plan to finance an opposition to a statewide ballot question that would authorize the slots parlor, known as Question 1.
