UK government launches review of FOBTs, gambling advertising

The UK government has finally confirmed plans to review the electronic gaming machines in bookmakers’ betting shops as well as gambling operators’ advertising practices.

On Monday, Tracey Crouch (pictured), the Tory Minister for Sport, Tourism & Heritage, announced that the Department for Culture, Media & Sport (DCMS) was launching a review of bookmakers’ fixed-odds betting terminals (FOBT), confirming rumors that have been circulating since early September.

The DCMS has issued a call for evidence (viewable here) seeking views on whether to lower the current maximum FOBT stake of £100 per spin as well as whether to amend the current limit of four FOBTs per betting shop. The deadline for submitting evidence is December 4, after which the government will consider the submissions and determine the appropriate regulatory response.

The DCMS also plans to examine “the impacts of gambling advertising and whether the right rules are in place to protect children and vulnerable people.” Earlier this month, rumors circulated that the government was mulling a blanket ban on all gambling advertising before 9pm, including an end to the exemption granted to sportsbook advertising during live sporting events.

Premiership Rugby confirms significant new partnership with Perform Group

PREMIERSHIP RUGBY today announces the renewal of their long-term partnership with Perform, one of the world’s leading digital sports content and media groups.

The five-year deal with Perform Group sees the continuation of Perform’s management of Premiership Rugby Productions.  In this role they cover the production of up to 66 Aviva Premiership Rugby matches each season as well as producing highlights and clips for global distribution.

The new agreement also delivers a number of new initiatives including the facility to allow every Aviva Premiership Rugby and Singha Premiership Rugby 7s match and many Anglo-Welsh Cup games to be broadcast live around the world through the Perform Sports Cloud.

“Perform will continue to operate Premiership Rugby Productions for us, delivering outside broadcasts on our non-BT Sport matches and the production of highlights. They also provide content for our Premiership Rugby TV and YouTube platforms,” said Dominic Hayes the Commercial Director of Premiership Rugby.

Kenyan Operator Afrobet Signs An Agreement With Btobet

Afrobet, a promising gambling company of Kenya, announces its partnership with BtoBet to launch its Tucheze brand.

AfroBet’s COO, Jeff Mugo, commenting on his partnerning with Btobet says:

Afrobet – Tucheze is also looking to launch in the markets in the short term. In the near future they are going live in East Africa using MPESA mobile wallet as payment method with the intention to expand at the beginning of 2017 in Tanzania, Ugandan and Congo and in other markets with VISA payments. Tuchese will offer African player a superlative playing experience proposing casino online and virtual sports, going far beyond the common soccer betting.

Tigre de Cristal remits $8M to the Russian state coffers

Tigre de Cristal, the first casino integrated into the Primorye entertainment resort in the Russian Far East, turned over about RU500 million ($8 million) in tax revenues and other government fees during its first year of operations.

“G1 Entertainment, a resident company of the Primorye integrated entertainment resort, launched the work of its first facility, Tigre de Cristal, in October 2015. According to information of the Primorye Territory Tourism Department, the work of the first casino has yielded almost half a billion rubles for the state in tax deductions and payments to extra-budgetary funds,” the Primorsky Krai Administration said in a statement, according to news website Russia Beyond The Headlines.

The regional administrator also announced a vibrant casino activity in Lawrence Ho’s Russian casino as it saw more than 190,000 visitors since the beginning of 2016.

The number of daily visitors in the casino also doubled in July to September period with 1,000 guests, according to government, 30 percent of whom are tourists from China and South Korea. Tigre de Cristal also accommodated over 100 guests and participants in the Eastern Economic Forum who highly appreciated the level of services provided by the hotel and restaurants.

Ex-PAGCOR chair, 10 others slapped with plunder case

An anti-graft and corruption watchdog group has lodged a plunder case against former Philippine Amusement and Gaming Corporation (PAGCOR) chairman and chief executive officer Cristino Naguiat in connection with the anomalous P3.21 billion (US$ 66.68 million) lease of the former Army Navy Club.

Charged before the Philippines’ Department of Justice for violation of Section 3 (e) of the Republic Act 3019, otherwise known as the Anti-Graft law, were Naguiat, former PAGCOR board of director Jose Tanjuatco; PAGCOR directors Enriguito Nuguid and Eugene Manalastas; Atty. Jorge Sarmiento; PAGCOR’s Bids and Awards Committee members Milagros Pauline Visque; Ramon Jones; Romeo Cruz, Jr.; Annalyn Zogimann; Atty. Kathleen Delantar; and Manuel Sy.

The heart of the case lodged by the Officers of the Volunteers Against Crime and Corruption (VACC) was the anomalous lease contract bidding of the iconic Army Navy Club complex in Manila to Vanderwood Management Corp.

It would be recalled that PAGCOR awarded Vanderwood Management Corp. with a 15-year contract for the lease of casino space behind the Army Navy Club after a long and tedious 14-month bidding process.

Malaysia puts the kibosh on calls to legalize online gambling

Now that Singapore has finally allowed online gambling, albeit in a far more limited form, in the city-state, hopes are high that its neighbor Malaysia may soon follow.

Not likely.

Malaysian authorities were quick to dash those hopes to the ground, telling local news outlets that they have no plans of proposing to the government to legalize online gambling in the state. Tan Sri Khalid Abu Bakar, Inspector General of Police, doesn’t see the need to add to the gaming activities that are existing in Malaysia today, such as four-digit betting.

“I think we have enough means for the people to gamble; we have Magnum, Toto and so on,” Khalid told reporters, according to Channel News Asia.

Returning Chinese investors pushes bitcoin price back to $650

Popular digital currency bitcoin spent the weekend settling in comfortably back to the $650 price range, thanks to Chinese speculators and investors that are returning to digital currency following the recent yuan devaluation.

The price of the virtual currency rose 4 percent in one day, led by Chinese exchanges on the back of a bitcoin mining conference in China’s Chengdu city. The conference, according to Finance Magnates, was hosted by bitcoin mining hardware producer Bitmain.

Analysts believe the conference points to the possible end of the bitcoin scale debate, which centered on the path that needs to be taken to increase the number of transactions the bitcoin network can handle. Currently, the bitcoin network is limited to 1Mb every 10 minutes, or about three to six transactions per second. To increase the limit, some suggest to hard fork—which calls for upgrading the software—while others want a soft fork, which allows network users to either adopt the new protocol or not and still remain part of the network.

“The bitcoin price surge was led by optimistic Chinese traders on the back of support for Bitcoin unlimited and a fix to the bitcoin scaling debate,” CryptoCompare.com CEO Charles Hayter said, according to the news outlet.

High Court wants Gujarat gov’t to clear uncertainty over poker

The Gujarat High Court is stepping in to resolve the issue of whether poker is considered a form of gambling or a game of skill in the state.

Last week, the Indian Poker Association (IPA), a group representing India’s poker players, filed a petition with the high court accusing the state government of authorizing law enforcement agencies to break up an IPA-hosted poker game at a local YMCA club in the city of Ahmedabad.

The IPA alerted the authorities of their plans to launch a seven-table poker space at the YMCA on October 5, and since no money is being wagered, the organizers did not apply for a “no objection certificate” (NOC) from the authorities. However, IPA leader KN Suresh said Anand Nagar police ordered him to stop his poker plans, and when he refused the warnings of facing “dire consequences,” the police raided the YMCA and prevented any shuffling up and/or dealing.

This prompted the group to file a petition, which claimed that IPA has an agreement with the YMCA Club “to start poker at its premises a month ago to promote the game and produce players who can represent India at international tournaments.”

DraftKings, FanDuel in troubled waters? DFS operators reportedly ‘short on cash’

More trouble is brewing for daily fantasy sports operators DraftKings and FanDuel as the legal and financial challenges facing the industry show no sign of letting up.

The two companies are reportedly close to a settling with New York Attorney General Eric Schneiderman over claims that they engaged in false advertising to promote their daily fantasy sports contests last year, according to the New York Times. There’s just one problem: DraftKings and FanDuel are “so short of cash.”

Sources familiar with the negotiations told the news outlet the two operators “have conceded that they are having difficulty meeting their day-to-day obligations” and had sought to pay their final settlement with Schneiderman’s office in installment. The settlement is expected to cost DraftKings and FanDuel between $8 million and $12 million in total.

The DFS operators have admitted that “they are months behind in their payments to vendors,” particularly to the public relations and lobbying firms scattered across the country that helped them persuade state legislatures to legalize daily fantasy contests.

Spooked Star Entertainment boss cancels Macau trip

The detention of 18 Crown Resorts employees in China sends a chilling effect to Star Entertainment Group chief executive Matt Bekier.

Australian Financial Review reported that Bekier was supposed to attend a series of meeting in Macau last Tuesday but The Star boss decided to skip his scheduled trip to the former Portuguese colony five days after the supposed crackdown in Crown Resorts casino.

Many find it surprising that Bekier skipped his trip to Macau, especially since The Star executive quietly flies to Asia’s premier gaming hub every quarter to visit the company’s joint venture partners, HongKong-based investors Chow Tai Fook and Far East Consortium.

Even a Star spokesman did not offer a single reason why Bekier cancelled his Macau trip.
