NagaCorp’s Russian casino on schedule; Ho not interested in Crimea, Sochi

Cambodian casino operator NagaCorp says it remains on track to open its Russian casino by mid-2018.

This week, NagaCorp chairman Tim McNally told GGRAsia that the company’s in-development casino in Russia’s Primorye gaming zone near Vladivostok was “still going forward on schedule and we anticipate [it] would open in the summer of 2018.”

NagaCorp broke ground on its Naga Entertainment City project (artist’s impression pictured) last spring with the help of developer China Harbour Engineering Co Ltd. This June, NagaCorp VP Hau Chang Ping said the casino’s first phase – the cost of which has been estimated between $50m and $70m – would open by the end of 2018.

McNally said this week that it had taken NagaCorp “some time just to work through the standard local building requirements” but with all the necessary permits obtained, “we are actually in the building phase. Right now we are pretty much on schedule.”

Thief who stole $1.3b from Macau junket detained in Cambodia

The individual suspected of embezzling an estimated $1.3b of Macau casino junket investor funds has reportedly been detained after more than two years on the run.

In April 2014, reports surfaced that the Kimren Group – which operated VIP gaming rooms at four Macau casinos – had been the victim of an internal theft by junket representative Huang Shan. Estimates of the total sum that had gone missing ranged from HKD 8b to HKD 10b (US $1b-1.3b),

On Wednesday, the Macau Gaming Information Association (MGIA), a junket industry group formed earlier this year with a mandate to “maintain the rights of gaming investors and gaming operators,” reported that Huang had been tracked down in Cambodia.

The MGIA claimed that Huang had been transferred to Ha Long Bay in Vietnam and was being guarded by creditors’ representatives. There was no word on how much – if any – of the purloined funds had been recovered.

Dutch regulator orders Apple to shut down real-money gambling apps

Tech giant Apple has scrapped dozens of apps for online casinos and betting from the App Store, at the behest of Dutch gambling authority Kansspelautoriteit (KSA).

The gambling regulator said 55 apps, including those from companies such as Unibet and Bwin, are no longer available for download by Dutch accounts.

“One of the app stores heeded the request of the Gaming Authority and deleted initially 49 and later six so-called real-money gambling apps,” the KSA announced on its website.

The apps were not available via Google.

Japan considers ending tax on digital currency sales

The upcoming spring season in Japan could become more than just a season for cherry blossoms. It might also signal a new development for virtual currencies like bitcoin.

Japanese authorities are reportedly looking to end sales tax collections on digital currency purchases. According to the Nikkei Asian Review, members of the Finance Ministry and Financial Services Agency are discussing to “reduce costs for buyers and relieve operators of virtual currency exchanges of the administrative burden related to the tax.”

If the discussions are successful, sales tax collection on digital currencies could end as early as spring.

Japanese buyers pay an 8 percent consumption tax on top of other fees to get ahold of bitcoins at regulated digital currency exchanges. Japan, according to the news outlet, is the only country among the Group of Seven industrial economies that taxes bitcoin purchases.

Casinos to give Arkansas a $122M tax revenue boost – study

Three Arkansas counties will generate a combined $122 million in annual tax revenue if the state chooses to legalize casinos in the state.

This was the findings of Oklahoma-based Economic Impact Group, which conducted a study on the effect of legalizing casinos in Arkansas just a month before residents cast their vote on the proposed constitutional amendment in November. The study was commissioned by

Tulsa World reported that the pro-casino group come up with the estimated possible additional tax revenue on the assumption that 18 percent of each casino’s net gambling receipts would go toward the state, another .5 percent would go to the county and 1.5 percent would go to the city.

“Based on our findings, we believe the passage of Issue 5 will result in significant Arkansas investment, creating or supporting thousands of jobs while providing a new source of tax revenue for the state and local communities,” economist Kyle Dean said in a statement released by the pro-casino group , according to the news agency.

Nevada taxpayers will have to ante up to make Sheldon Adelson’s dream of building a domed stadium in the desert come true.

On Tuesday, the Nevada Senate voted 16-5 to pass Senate Bill 1, which will raise hotel room taxes in Clark County—where Las Vegas is located, local media outlets have reported. The bill now moves to the Assembly.

The funds gained from the increased room tax—totaling $750 million—will be used to build a 65,000-seat domed stadium to lure the Oakland Raiders into the Nevada desert. The stadium is expected to cost $1.9 billion to complete, and the funds will go a long way towards helping Raiders owner Mark Davis, who has previously committed $500 million, and Sands Corp. chairman Sheldon Adelson, who also pledged $650 million to the project.

Under Adelson’s proposal, $750 million worth of municipal bonds will be sold, and the securities will be paid by a 0.9 percent tax—or about $1.08 per night—on hotel rooms.

Connecticut to lose $68.3M from MGM Springfield

Connecticut financial authorities has painted a grim picture of the state’s annual revenue once MGM Springfield casino opens in September 2018.

The General Assembly’s fiscal office estimated that MGM Springfield casino will cost the state $68.3 million in annual revenues since its operations will directly affect Indian gaming payments to the state, according to MassLive.com.

From $267.3 million in fiscal 2018, state financial authorities predicts that Connecticut’s revenue will fall to $199 million in fiscal 2019. It added that annual revenues of Indian gaming payments will further shed $2.4 million in 2020, though it is not clear whether that is due to the Springfield project as well.

The report made by the Office of Fiscal Analysis was forwarded to the state lawmakers, who inquired on MGM casino’s potential impact in Connecticut for fiscal year 2019.

A Risky Business: Countering a Gambling Advert Ban

The kids are not all right. That’s the belief held by the British government, which wants to end the televised marketing of gambling products. This new nanny state campaign occupied much of the front page of Friday’s edition of The Times newspaper, whose banner headline declared, “Gambling adverts face ban from daytime TV.”

British children must be shielded from the alleged risks associated with developing the gambling habit, according to gambling minister Tracey Crouch. She says, “The government is committed to ensuring that people, particularly the young…are protected from the risk of gambling-related harm.” Such conventional wisdom is actually unwise.

Our society is already suffering from the consequences of a generation of risk-averse, extravagantly “bubble-wrapped” childhoods. Ensuring that current and future generations of kids do not see gambling commercials on TV only guarantees that their ability to appreciate, navigate, and conquer an inherently risk-filled world will be further diminished, perhaps dangerously so.

The pioneering sociologist W.I. Thomas taught his early 20th century students that a taste for risk is essential to human development. He believed that the gambling instinct “is born in all normal persons. It is one expression of a powerful reflex, fixed far back in animal experience. The instinct is, in itself, right and indispensable.”

If it’s Wednesday, Cambodia must be busting a Chinese online gambling ring

Cambodian authorities continue to express amazement that there are any Chinese people left in China, as they all seem to be in Cambodia running illegal online gambling operations.

On Wednesday, immigration police in the city of Siem Reap arrested 19 Chinese nationals suspected of illegal online gambling activities following raids on three separate dwellings in this northwestern region. The raids were reportedly launched with the assistance of an undercover informant.

The Phnom Penh Post quoted the officer who led the raids saying the police were dealing with language issues but suggested the suspects could face up to five years in prison depending on what police learned about “the scope of the gambling they operated.”

To date, the cops have only said the suspects “sell accounts for online games.” This could mean that the gang offered local residents’ access to computer terminals logged on to online gambling sites.

First Wave of New Slot Machines Arrives at Tioga Downs

Nichols, N.Y. – October, 2016 – Employees at Tioga Downs gathered outside today to watch the first new slot machines as they were unloaded from the shipping trucks.  Today, the property received the first 63 of the 946 games that will be delivered and installed in order to transform the video lottery facility into a commercial casino before the end of the year.

Among the games that arrived today are new versions of customer favorites as well as a variety of brand new games.  Game manufacturers International Game Technology (IGT), Aristocrat, Everi and Konami were the first to ship games from their facilities in Nevada and New Jersey; and, additional shipments from Scientific Games and Ainsworth are also scheduled throughout October.

The New York State Gaming Commission voted unanimously August 30, 2016 to grant a commercial casino license to Tioga Downs.  Since that date, staff members have been working toward opening the casino.  According to Tioga Downs General Manager Scott Freeman, today marked a major milestone in the process.
