Massachusetts to take another run at passing online lottery legislation
Massachusetts will make another run at approving online lottery products in 2017, according to the state treasurer.
On Wednesday, Massachusetts treasurer Deborah Goldberg (pictured) told the Greater Boston Chamber of Commerce that she will renew her push for legislation that will allow the Massachusetts Lottery to join its counterparts in Michigan, Georgia, Kentucky and Illinois in offering web and mobile lottery products.
The Massachusetts Senate gave online lottery sales the green light during its 2016 legislative session but this ‘iLottery’ language was purged before the Senate and House approved the state’s economic development package in late July.
On Wednesday, Goldberg said she’d file her new bill by Nov. 2, one month before she’s required to submit Lottery revenue forecasts for the state’s budget bean-counters. The Lottery earned a $987m profit in fiscal 2016 but this was only $1m more than the previous year, and Goldberg said the Lottery would have posted a decline were it not for the excitement over January’s $1.5b Powerball jackpot.

New York daily fantasy sports legislation faces constitutional challenge
New York’s daily fantasy sports (DFS) legislation has been challenged in court by an anti-online gambling group.
On Wednesday, the Stop Predatory Gambling (SPG) advocacy group announced the filing of a constitutional challenge of the DFS legislation New York Gov. Andrew Cuomo signed into law in August. The challenge was filed by law firm O’Connell and Aronowitz on behalf of four female state residents who claim to have been directly affected by problem gambling issues.
The lawsuit alleges that DFS isn’t allowed under New York’s constitution, and amending New York’s constitution requires favorable votes by two “separately-elected” legislatures, followed by a statewide referendum. This process was followed when New York authorized new commercial casino operations in 2013 but the DFS bill was approved by a single legislature.
The SPG lawsuit also takes issue with the legislation labeling DFS a game of skill rather than an illegal game of chance prohibited by the state constitution. The constitution contains specific exemptions for those new casinos, the state lottery, pari-mutuel wagering and various charitable gaming endeavors, but not for DFS.

Paradise records first Chinese VIP growth in 2 years
Things continue to look up for South Korean casino company Paradise Co. Ltd.
Paradise Co’s casino revenue saw a 19% year-on-year spike in September, totaling KRW41.64 billion (USD37.35 million) compared to the same period last year, the company said in a filing to the Korea Exchange. The operator’s aggregate casino revenue for the nine months ending September 30 also rose nearly 10.4% to reach KRW453.46 billion(USD406.9 million), the company said in a filing to the Korea Exchange.
But if compared on a month-to-month basis, Paradise Co’s aggregate casino revenue for September was 28.2 percent lower compared to August’s KRW57.98 billion.
Table games revenue pitched in KRW38.63 billion, a 21.7 percent increase year-on-year. Gaming machine revenue, on the other hand, dropped 7.8 percent year-on-year to KRW3.01 billion. But table drop rose 4.7 percent year-on-year to reach KRW389.62 billion.
EU Parliament paper speculates on blockchain-based elections
Despite still being in its infancy, electronic voting is “inevitable.” And what better way to ensure transparency and efficiency than to integrate the blockchain technology to elections?
That was the “what if” question posed by a new paper written by Philip Bucher for the European Parliament.
“Now we have a further choice; to continue trusting central authorities to manage elections or to use blockchain technology to distribute an open voting record among citizens,” posited the paper.
Blockchain is the underlying technology that supports popular digital currency bitcoin. It makes use of cryptography to create a distributed ledger system in order to hold and spend money in a more open, transparent and flexible manner compared to the traditional bank or credit card companies.

New Jersey to bring sports betting case before the US Supreme Court
The fate of legalized sports betting in New Jersey will now lie in the hands of US Supreme Court magistrates.
In a last ditch effort to make legal sports betting a reality in the Garden State, New Jersey Senator Raymond Lesniak announced on Tuesday that he will be elevating the issue before the US Supreme Court later this week.
Lesniak’s move comes almost two months after the U.S. Third Circuit Court of Appeals struck down New Jersey’s 2014 plan to offer legal sports betting in Atlantic City casinos and state racetracks.
“Winning this fight for legal sports betting means hundreds of millions dollars in economic activity and saving thousands of jobs for New Jersey. I will fight the NFL all the way to the U.S. Supreme Court. And I am,” the senator said, according to ESPN reporter David Payne Purdum.
Macau casino stock rally to be short-lived, analysts warn
The bulls have kept pushing Macau casino stocks higher in the past few days thanks to the better-than-expected Macau casino gaming revenues but analysts warn that the rally will be over in a blink of an eye.
CNBC News reported that traders are still in a wait-and-see mode in terms of betting on Macau casino stocks despite Macau’s September gross gaming numbers rising 7.4 percent from last year.
“Although the global backdrop for the overall economy is decelerating, these stocks have moved higher based off of the fact that they believe that China has stabilized,” Chad Morganlander, a portfolio manager at Stifel Nicolaus, said on CNBC’s “Trading Nation.” “We don’t believe that to be the case.”
According to Morganlander, the persisting Chinese economic malaise will continue to affect Macau’s economic performance in general.
