Jack Lam’s alleged bagman Wally Sombrero makes no friends at Senate hearing
Former Philippine police superintendent Wally Sombrero drew the ire of a Senate committee investigating his alleged role as a bagman for gaming operator Jack Lam.
Sombrero (pictured), who fled the Philippines on January 17 after being accused of assisting Lam’s alleged efforts to bribe local government officials, returned to the country on Tuesday. Sombrero had ignored three previous summons to appear before the Senate committee, and his testimony on Thursday did little to endear himself to Senators.
On November 26, surveillance video at the City of Dreams Manila casino observed Sombrero delivering paper bags containing P50m (US $1m) to two Bureau of Immigration officials – Al Argosino and Michael Robles – allegedly to obtain the release of some of the 1,300 Chinese workers who’d been arrested a few days earlier for working without permits at an illegal online gambling operation at Lam’s Fontana Casino in the Clark Freeport.
Right from the start, Sombrero irritated Senator Richard Gordon by claiming that “no extortion or bribery” took place at the casino, instead characterizing the handing over of the sacks of cash as “a payoff.” Gordon warned Sombrero to stop splitting hairs and “just tell the truth” or the committee would treat him as a hostile witness.

Aussie conman Peter Foster faces $1.5M fraud charges
Peter Foster is about to spend more time in police custody.
The 54-year-old was ordered to two months in jail after a fresh fraud case against him was adjourned in a court in Sydney on Thursday, The Daily Telegraph reported.
According to court documents, Foster has been charged with five counts of publishing false misleading material to obtain advantage and two counts of dishonestly obtaining financial advantage by deception. Authorities said Foster used the identity “Mark Hughes” to extract money from a South African man living in Western Australia, who invested $150,000 in Foster’s online betting company, The Sports Trading Club, in 2013.
Police said Foster and an accomplice also tried to convince the victim to buy the club’s South African license for $1 million. Foster allegedly convinced the man to deposit the money into a Hong Kong account under Bella Development Pty Ltd. to purchase the license, according to The Sydney Morning Herald.
Borgata and Atlantic City strike $72M tax payment deal

Atlantic City, New Jersey’s fiscally struggling casino hub, agrees to pay Borgata US$72 million to finally put a closure to the long-running property tax dispute that has helped push the city over the edge of bankruptcy.
Former U.S. senator and New Jersey attorney general Jeff Chiesa announced on Wednesday that Borgata agreed to take less than half of the US$165 million that the city owed the casino from a series of successful tax appeals the gambling hall filed.
“The settlement took both sides working closely together to find common ground,” New Jersey’s state overseer said, according to The Associated Press.
Influx of tourists fail to lift Singapore’s casino market in 2016
At first glance, Singapore’s casino industry would have benefited from the influx of international tourists which grew 7.7 percent in 2016.
But the number of tourists who flew to Singapore to gamble dropped even at the start of 2016 if Singapore’s tourism receipts from “sightseeing, entertainment and gaming” will be the basis, according to GGRAsia.
The report pointed out that the number of gamblers who flocked to Singapore fell 16 percent year-on-year in the first three quarters during 2016 despite the number of international tourists to the city-state reached an annual record 16.4-million in full-year 2016.
Data from Singapore Tourism Board further showed that overall 2016 tourism receipts jumped by 13.9 percent, to SGD24.8 billion (US$17.5 billion) on the back of visitors spending more on food and beverages, shopping and accommodation, said the tourism board, quoting preliminary estimates.
Why IRS 1099-B tax form won’t work for all digital currency
As the legal battle over U.S. Internal Revenue Service’s (IRS) right to gain access to Coinbase user records continues to heat up, Brian Armstrong, co-founder and CEO of the bitcoin exchange, proposed an idea.
His suggestion? Require virtual currency companies to issue a 1099-B tax form, just like brokers do. There is no third-party information for digital currency in the United States, which, IRS said that the “likelihood of underreporting is significant.”
If you recall, a Northern California District Court judge allowed the tax agency late last year to require Coinbase to submit records of its customer transactions as part of an investigation into possible tax fraud activities—an order that the bitcoin wallet service is challenging on grounds that it’s too broad and might incriminate customers who have done nothing wrong.
Several weeks ago, Armstrong broke his silence on the issue with a blog post, in which he questioned why Coinbase—which he says has cooperated with the IRS in the past—appears to be the only exchange targeted by the agency. In his post, the Coinbase executive suggested that IRS require all virtual currency exchanges to issue a 1099-B at the end of the year to all of their U.S. customers, a copy of which will be sent to the tax agency.
Macau grants 15 new tables, 91 slot machines to Legend Palace
Hotel and casino operator Macau Legend Development has secured 15 extra gaming tables for its property at Macau Fisherman’s Wharf.
Secretary for Economy and Finance Lionel Leong Vai Tac confirmed on Wednesday that the government is awarding 15 new-to-market gaming tables as well as 91 slot machines to the Legend Palace Hotel, GGRAsia reported. The gaming tables are to be earmarked for mass play.
In an interview with Macau-based reporters, Leong said SJM Holdings applied for the extra gaming tables on behalf of casino services company Macau Legend Development. Lacking its own casino concession, Macau Legend’s gaming facilities operate under a “service agreement” with Macau casino concessionaire SJM Holdings.
Leong said the government made the decision to award Legend Palace the new tables after “comprehensive consideration—including the factor of working towards the goal to help Macau develop as a world center of tourism and leisure.”
