Solicitor General urges Supreme Court to reject New Jersey sports betting appeal

New Jersey’s quest for legal sports betting has taken a hit after the White House’s top legal eagle urged the US Supreme Court not to hear the case.

On Wednesday, the office of Acting Solicitor General Jeffrey Wall filed a brief with the Supreme Court urging it not to hear New Jersey’s appeal of lower court rulings preventing the state from authorizing legal sports betting within its borders.

In January, the Court requested the Solicitor General’s opinion on New Jersey’s latest sports betting legislation, which sought to undo the federal PASPA sports betting prohibition by selectively authorizing the activity at state racetracks and Atlantic City casinos.

New Jersey’s legal argument was based on its view that PASPA is unconstitutional due to its violation of the US Constitution’s anti-commandeering clause, which prohibits the federal government from requiring states to enact or enforce federal regulations.

Ex-PAGCOR exec sues Wynn Macau for damaging his career

A former exec at the Philippines gaming regulatory agency has sued the Asian division of casino operator Wynn Resorts for unlawfully disclosing personal data that damaged his career prospects.

On Wednesday, the Macau Daily Times published an exclusive interview with Rogelio Yusi Bangsil Jr., a former exec at the Philippine Amusement and Gaming Corporation (PAGCOR). Bangsil has accused Wynn Macau of illegally sharing his personal data with a US law firm investigating alleged misconduct involving PAGCOR execs and Japanese gaming mogul Kazuo Okada.

Bangsil was one of the PAGCOR execs named in a report compiled by former FBI director Louis Freeh at Wynn’s request. The report alleges that Universal Entertainment CEO Okada improperly lavished the PAGCOR execs and their family members with MOP 880k (US $110k) worth of hotel stays and other perks at Wynn Macau and casinos in Las Vegas in order to win concessions regarding Okada’s proposed Manila casino project.

Macau has strict laws regarding the transfer of personal data to authorities outside the Special Administrative Region, and Wynn was fined MOP 20k in 2011 for violating the Personal Data Protection Act. Bangsil filed suit against Wynn last November and a hearing has been scheduled for June 22.

Senate greenlights Mohegan-Mashantucket casino project

It is back to the drawing board for MGM Resorts International after their intense lobbying failed to stop the Senate from approving a new satellite casino in Connecticut.

Voting 24-12, the state Senate gave Mohegan and Mashantucket Pequot tribes the thumbs up to build a casino in East Windsor, which aims to buffer the state from potential revenue losses when MGM Springfield opens in September 2018.

Hartford Courant reported that it took more than two hours before majority of the House Senate come to realize that they will be needing a new casino not only to help capture convenience gamblers headed north to MGM’s new casino in Springfield, Mass but also to create jobs in the state.

“This is a jobs bill at its core,” Sen. Tim Larson, D-East Hartford, said, according to the news report. “The Mohegans and Pequots have been excellent partners to our state and are the backbone of our tourism economy.”

New scaling consensus promises to resolve bitcoin civil war

Fifty-six companies have announced an agreement that seeks to resolve bitcoin’s underlying scaling issue.

The agreement, published in a Medium post tilted “Bitcoin Scaling Agreement at Consensus 2017,” outlined a plan to deploy Bitcoin Core’s Segregated Witness (SegWit) proposal and a 2MB hard fork within six months.

The proposal has the support of miners representing 83.28 percent of bitcoin’s hashing power, 20.5 million wallets and $5.1 billion of monthly transaction volume on the bitcoin network, according to the Barry Silbert-led Digital Currency Group (DCG).

First, the agreement lowered the barrier of SegWit’s activation from the original threshold of 95 percent to 80 percent of the network’s mining power. Second, it stated that the businesses would agree to activate bitcoin’s block size upgrade to 2MB within six months via a process known as a hard fork.
