KY Senator Says Tax Changes on Gambling Were Unintended
A prominent Kentucky State Senator expressed confidence Feb. 25 the state’s 2018 tax law, which no longer allows gambling losses to be deducted from gambling winnings, can be changed back to the previous standard that allows such deductions.
Caesars, DraftKings ink online gambling, sports betting pact
Casino operator Caesars Entertainment has struck an online casino and sports betting partnership with DraftKings that will include Caesars taking an equity stake in DraftKings.
On Monday, Caesars announced the company’s first “multi-state partnership” that will see Caesars offer DraftKings’ “market access for its online gambling products,” subject to local legislation and licensing regimes. The deal calls for DraftKings to promote Caesars as its “official casino resort partner” in the states where the companies collaborate.
DraftKings’ market access is “exclusive to Caesars across certain states in which Caesars operates casino properties,” while Caesars will retain the right to offer its own branded sports betting and online gambling products in the jurisdictions in which the casino operator does business.
Caesars will also take an undisclosed equity stake in DraftKings and Bloomberg reported that Caesars will receive a share of DraftKings’ revenue in states in which both parties operate.

Uganda gambling age restrictions; SportPesa’s Kenya $103m tax bill
Uganda’s gambling operators are facing new customer identity rules while Kenya’s biggest betting operator is facing a major back-tax demand.
On Monday, Ugandan media outlet PML Daily reported that Uganda’s National Gaming Board (NGB) will require all gamblers to provide their national identity cards or passports to operators to demonstrate they are at least 25 years old.
The new rule, which takes effect March 1, will also require gamblers to register their mobile telephone numbers with operators before being permitted to gamble. This customer registration policy was previewed last year when the government announces plans for a central monitoring system to track local gamblers’ activity.
NGB CEO Edgar Agaba was quoted saying the regulator would also require customers to prove the source of their funds in a bid to combat money laundering. Operators that attempt to skirt these new rules will have their licenses revoked and their operations shut down.

1xBet fined €400k for serving Dutch punters without permission
Online gambling operator 1xBet is the latest company to have been fined by Netherlands’ gambling regulators for serving Dutch punters without local permission.
On Monday, the Kansspelautoriteit (KSA) regulatory body announced it had imposed a €400k penalty on the companies behind the Curacao-licensed 1xBet.com and Cyprus-based xbet-1.com sites, as well as 83 associated online domains deemed to be similarly serving Dutch gamblers without local authorization.
The KSA says the offending domains targeted Dutch customers during the period spanning February-July 2018. Among the criteria the KSA uses to identify unauthorized operators include offering services in the Dutch language, offering payment processing services via the popular local option iDEAL, and not geo-blocking Dutch IP addresses from accessing the sites.
1X Corp NV responded to the KSA’s accusations by claiming that the fine was unwarranted, in part because the volume of business the sites derived from Dutch customers was “exceptionally small.” The company further claimed that it would have acted sooner to restrict Dutch customers had the KSA informed the company in advance of its concerns.

Manipur, India brings back the lottery
There is one thing you can always count on – governments are always looking for new ways to earn money. One way that they have found the greatest success is by taxing those things that men and women love to do most. The vices are the premium way to earn some extra money, and that proved to be the case in Manipur where it was announced early last week that the lottery would be reintroduced.
Deputy Chief Minister Yumnam Joykumar announced that the lottery system would be re-implemented in Manipur, India, expecting that over Rs 100 cr will be collected annually from the reintroduction of lottery sales.
Some details still need to be worked out. This includes whether lottery tickets will be sold only inside the state or will be available outside as well. There is even a proposal that the lottery would only be available to those outside of the state of Manipur.
Since the introduction of GST in July 2017, Jaykumar reported that Rs 857.89 crore had been collected as revenue to the state. This has buoyed many officials within the region to look to reintroduce the lottery system as a means to add additional revenue.
