West Virginia still waiting for DraftKings to go live

West Virginia approved legalized sports gambling at the beginning of the year. Online sports gambling soon followed and launched with the help of Delaware North. The activity didn’t last long, though, as Delaware North had a falling out with one of its suppliers over the latter’s inability to properly secure a license. Enter DraftKings, which was supposed to pick up the ball and run into the end zone. The sportsbook successfully grabbed the ball, but has apparently decided to walk, not run, to make the score.

DraftKings conducted a series of mandatory tests for its online sports gambling platform in anticipation of a full launch that was supposed to happen before the end of May. The West Virginia Lottery, which is overseeing the activity, monitored the tests and concluded that everything was in order for a full launch. Now, a week later, there still doesn’t seem to be any forward progress made.

Online sports gambling in the state saw the light of day ahead of this past February’s Super Bowl but didn’t make it to the NCAA’s March Madness series of tournaments due to the issues with Delaware North. Now, it is missing out on the NBA Finals, of which two games have already been played (The Toronto Raptors and the Golden State Warriors are tied at a game apiece).

More than a handful of West Virginia sports fans are chomping at the bit for DraftKings to get its game together. One, “Dr. P,” said on Twitter, “Try making a deposit every day, waiting for the one day that it asks me for my credit card number.”

The math doesn’t look good for an Osaka resort in 2025

The best chance for Osaka to have an integrated resort (IR) open in 2025 is if an operator were willing to risk hundreds of millions on blind faith. That’s a potentially disappointing takeaway from Global Market Advisors (GMA) June 4 update on the Japan IR timeline.

Previously, even if Osaka had selected its IR partner and pushed to build the resort as quick as possible, getting one constructed by 2025, the year Osaka is set to host the World’s Fair, would have been improbable. Now it looks to be basically impossible thanks to an expected election for both the Upper and Lower houses of the Diet, Japan’s parliament.

That election, GMA writes, would only delay the selection of IR license winners by a few months, but that’s just enough to push a grand opening into 2026.

India Today, AajTak partner to launch new fantasy sports website

On June 4, two of India’s largest media outlets revealed that they had partnered to create a new fantasy sports website. The combination of the India Today Group, the largest print and electronic media company in India, with the most watched Hindi news channel, AajTak, creates a dynamic partnership that should give their site the opportunity to dominate this market.

The new sports portal is called “AajTak 11” and was launched recently at the Salaam Cricket 2019 Summit hosted at the Lord’s Cricket ground. This new fantasy Cricket site is the innovation of Australian cricketer Shane Warne, as well as Indian Cricket captain Sunil Gavaskar. The chairman and editor-in-chief of India Today, AroonPurie, is also a key member of this new venture.

According to the website, this new fantasy sports venture offers customers the opportunity to play for free, and win cash money prizes. The AajTak11.in website explains that those customers who are investing real money will be offered the platform at a discounted rate or for free in the future.

The platform itself is provided by the Corporate Fantasy League, a fantasy sports provider operated in Delhi by Experience Global Mobile Technologies Private Limited.

Slotty Vegas operator MaxEnt loses U.K. license

MaxEnt Limited, the operator behind brands like Slotty Vegas and BetAt brands, has lost its U.K. license. This comes after the U.K. Gambling Commission (UKGC) decided to question exactly how it went about it’s recent change of ownership, reports iGamingBusiness.

The Malta operator, formerly known as NRR Entertainment, was acquired by MaxEnt. The commission has doubts over the May 2018 sale though, and wants to know how MaxEnt came up with the funds to make the purchase.

Ultimately, the license has been revoked, at least for the time being, because the Commission states it would never have granted the license in the first place had they known MaxEnt was going to take over control of the company. They simply don’t know enough about the new ownership and, it could be inferred, they don’t trust them enough to let them operate gambling websites in the country. They stated:

“[The] Commission also identified concerns relating to the new controller’s suitability, in that it appeared that he had provided conflicting information and had failed to be full and frank in his dealings with the Commission.”

Kenya sports betting operators challenge gov’t tax grab

Kenyan sports betting operators are legally challenging the government’s demands for tens of millions of dollars in back taxes, saying the taxman is confusing customer deposits with revenue.

On Monday, local media outlet The Star reported that Kenya-licensed sports betting operators SportPesa and Betin had filed separate High Court lawsuits against the Kenya Revenue Authority (KRA), which is seeking Ksh26b (US$257m) in what it claims are gambling operators’ outstanding tax obligations.

The KRA is reportedly seeking combined payment of Ksh15.2b from the two operators that filed the lawsuits. As of July 1, the government plans to suspend the license of any gambling operator with unpaid taxes but Betin and SportPesa have asked the Court to suspend the KRA’s judgments until the legal matter is resolved.

The government believes its gambling licensees failed to remit the required 20% tax on bettors’ winnings, while the companies have countered that they were unable to withhold the funds due to court challenges filed by bettors unwilling to pay the tax.

Codere mulls sale of int’l flops, seeks Hard Rock Mexico deal

Spanish gambling operator Codere is looking to sell off its non-performing international assets while pursuing a potential Mexican joint venture with US casino operator Hard Rock International (HRI).

On Tuesday, Spanish media outlet El Confidencial reported that Codere had hired Credit Suisse bankers to conduct a review of its underperforming international operations and decide whether these operations can be salvaged or should be jettisoned to keep them from dragging down the whole enterprise.

Last month, Codere reported its first quarter report card, which showed overall revenue down 6.7% to €357.7m, operating profit essentially flat at €37.9m and a net loss of €3.6m. The company blamed the downturn on €42m worth of unfavorable currency exchange rates in Argentina, the company’s largest market.

Argentine revenue was down 34.2% to €80.7m (but would have risen to €148m in constant currency). Argentina imposed a new 3% tax on slots winnings last December and Codere expects this to cut its 2019 earnings by a little less than €10m. Credit Suisse may also take a dim view of Codere’s other underperforming LatAm markets, including Panama (€19.1m in Q1, -12.3%) and Colombia (€5.5m, -7.3%).

Camelot UK reports record digital sales thanks to mobile, tablets

UK National Lottery operator Camelot UK Lotteries Ltd posted record digital sales in its most recent fiscal year while retail sales merely limped along.

On Tuesday, Camelot reported its fiscal 2018-19 sales had topped £7.2b in the 12 months ending March 31, a 3.7% improvement over the previous fiscal year. Draw-based games fell by £35m to £4.08b, while in-store Scratchards and online Instant Win Games combined for sales of £3.12b, up by £290m year-on-year.

As with previous years, digital sales growth vastly outstripped retail growth. Total digital (interactive and subscription) sales rose by more than £181m to a record £1.83b, of which mobile and tablet devices accounted for £1.02b, an impressive year-on-year rise of £319m. By contrast, retail sales were up only £73.8m to £5.37b, despite efforts to introduce new sales options at some retail self-checkouts.

Despite the overall sales rise, Camelot’s total returns to ‘Good Causes’ fell by £600k to £1.65b. These good causes included £39m for Camelot’s “necessary marketing expenditure,” as agreed with the UK Gambling Commission (UKGC).

It’s a move that’s led to a vigorous debate on poker’s grapevine as to the legitimacy of Soverel’s intentions with some star quarterbacks suggesting the WSOP ban him for a year – more on that later.

Heath defeated Andrew Lichtenberger, heads-up, to win the $1.48m first prize. The victory was Heath’s fourth of his career and his first since January 2017. All told, Heath has earned $4,531,448 in live earnings and has picked up some decent results in 2019 including finishing 4/58 in a €50,000 at the European Poker Tour (EPT) in Monte Carlo, and 7/521 in the recent partypoker MILLIONS North America in Quebec, Canada.
