A MILLION consumers in rural areas of Scotland are being faced with higher surcharges for delivery because of where they live, new research has revealed. Citizens Advice Scotland says their study shows that in the three years since they last highlighted the Scots postcode lottery through a survey, surcharges for deliveries have increased.
