Cambodia creates new gov’t body to oversee casinos

Cambodia’s government is vowing to impose tighter restrictions on the country’s casinos in preparation for passage of new gaming laws next year.

On Saturday, Cambodia Daily reported that Prime Minister Hun Sen had signed a sub-decree on November 27 that created two new Interior Ministry departments under the National Police’s central security department. One of these departments will be tasked with combating money laundering and other crimes at the nation’s gambling venues.

Casinos will be subject to this new “anti-commercial gambling department,” whose responsibilities will include the “research, investigation and suppression of money laundering offenses related to gambling in casinos and entertainment clubs.” The new body will also seek to prevent the undefined category of “targeted people forbidden from gambling” from entering gambling venues.

Cambodia is reportedly putting the finishing touches on new gaming legislation, which promises higher taxes, greater financial oversight and vague suggestions of centralizing online gambling payment processing through government-managed servers.

Report: Icahn in talks to sell Trump Taj Mahal

Billionaire Carl Icahn has reportedly begun searching for a buyer for his Trump Taj Mahal casino, just one day after New Jersey legislators passed a bill that severely restricted Icahn’s future options for the property.

On Tuesday, the New York Post quoted sources claiming that Icahn was “in dialogue with operators” regarding a sale of the Atlantic City casino, which closed its doors in October after failing to come to terms with the property’s unionized workforce.

The news followed Monday’s passage by the New Jersey Assembly of new legislation that would impose a five-year gaming license suspension on any operator that voluntarily closes an Atlantic City casino. The state Senate has approved the bill by a similarly wide majority, leaving only Gov. Chris Christie’s signature for the bill to become law.

Icahn had previously voiced concerns that the legislation was unconstitutional in that it is retroactive to January 2016 and therefore applied only to himself and not to the other four AC properties that have shut their doors since 2014.

Poland legislators approve gambling law amendments

Poland‘s legislators have approved sweeping amendments to their country’s gambling laws

Last week, both of Poland’s legislative chambers gave their assent to changes to the Polish Gambling Act. Assuming Polish President Andrzej Duda puts his John Hancock on the document, the changes will take effect on April 1, 2017.

Most of the major changes have already been well publicized, including adding online casino, bingo and poker games to the existing online sports betting and lottery products. However, the new online options will be the sole responsibility of the Totalizator Sportowy state gambling monopoly, leaving international operators out in the cold. Again.

The bill offers means of combatting internationally licensed operators that continue to serve Polish punters by imposing domain- and payment-blocking of unauthorized gambling sites starting no later than July 1, 2017. While Polish-licensed betting operators will be allowed some advertising leeway, they are prohibited from advertising banking services on their websites.

iPoker skins in Finland, Austria ink liquidity sharing deal

Two online poker skins on Playtech’s iPoker network have struck a deal to begin sharing player liquidity.

In what’s being billed as a first for regulated European market operators, Finland’s RAY and Austria’s Win2Day have agreed to form a joint poker network allowing each site’s players to match poker wits against players in the other site’s country.

The deal was formally approved by the Finnish Ministry of the Interior on December 8. Slots operator RAY has been a Playtech client since 2010 while Win2Day joined the Playtech party this year. The deal follows Playtech firming up a new online casino content deal with FRV Finland, the new national gaming entity encompassing RAY, Veikkaus and Fintoto.

Playtech COO Shimon Akad expressed pride at being “the first company to provide two great brands with a poker network and series of leading products that will combine to form the first ever cross-border poker network.” (It must be noted that the ‘first’ claim applies only if you ignore all dot-com poker operators.)

Philippines eyes possible bitcoin regulation amid surging remittances

The growing number of bitcoin remittances in the country has not escaped the ever watchful eye of Philippine central bank authorities.

Nestor Espenilla, deputy governor at the Bangko Sentral ng Pilipinas (BSP), told Bloomberg that the current volume of transactions involving digital currencies in the country is “rising very quickly” since they are cheaper and quicker compared to regular remittance channels.

“We are studying putting virtual currency exchange operators under a more formal regulatory framework,” said Espenilla, noting that the central bank is “concerned with potential money laundering and consumer protection.”

BSP, the sole authority that can issue money in the Philippines, has yet to regulate cryptocurrency. But early this year, Espenilla revealed that there has been a “sizable spike” in flows of virtual currency, particularly bitcoin.
