Kenya threatens telecom op Safaricom with betting tax grab
Kenya’s leading sports betting operators are reportedly having trouble paying customers after the government froze their accounts with the country’s leading payment processor.
Earlier this month, news broke that betting operators SportPesa and Betin had filed separate lawsuits challenging claims by the Kenya Revenue Authority (KRA) that the two operators owed billions of shillings in uncollected withholding tax on punters’ winnings.
The money sought by the KRA is based on a 20% tax on bettors’ winnings, the legality of which has been in question for years due to a SportPesa punter’s legal challenge. SportPesa has maintained that it cannot remit any withholding tax while the challenge is ongoing, while the KRA maintains that the court orders apply only to the individual punter, not the rest of the betting company’s clientele.
On Monday, Business Daily Africa reported that KRA manager for debt enforcement Asha Salim had written the CEO of Safaricom – Kenya’s leading telecom operator, which runs the popular M-Pesa mobile money transfer service – demanding that the company immediately remit the sum of Ksh8.58b (US$84.3m) that the KRA maintains the two betting operators owe the government.

UK Labour seeks new ombudsman to rein in gambling sector
The UK Labour Party will appoint a new ombudsman to oversee the gambling industry, assuming the party wins the next general election.
On Monday, the Guardian reported that Labour Party deputy leader Tom Watson planned a speech at the Demos thinktank in which he would publicly call for the creation of a new gambling ombudsman to ensure greater consumer protections.
Watson (pictured) reportedly planned to say that Labour would put a stop to “unclear terms and conditions, a lack of transparency, a lack of framework,” all of which Labour believes are “fuelled by predatory bonus offers.”
Watson’s plan involves a new trio of gambling industry overseers, with the new ombudsman joining the UK Gambling Commission (UKGC) and the National Health Service (NHS) to ensure UK gambling operators are dealing fairly with their customers while minimizing potential harms caused by their products.

Macau Chief Executive hopeful wants healthy development for casinos
Ho Iat Seng wants to be the next Chief Executive of Macau, and that was his big announcement on June 18. But as GGRAsia reports, he naturally had to answer some tough questions about the casino industry when he said he wanted to run the town.
When asked about the industry, Ho implied that the region’s current six concessionaires have been an engine of economic growth. He said of the industry:
“…has pressurised the development of the small and medium enterprises here, because they [the casino operators] have the advantages in land resources and human resources. So we should foster a healthy development of the gaming industry.”
He didn’t want to go too far in making any promises though. When asked if the current concessionaire process might be changed to allow for more licenses, he responded, “Would it be seven licences, or six, or eight? This is not in my scope of considerations until the gaming law is amended.”

Are we at bear market bottom in 888?
What do you do when the long term picture is good but short term factors look scary? You nibble. From a fundamental perspective, 888 is extremely oversold. It’s still at the same levels it was back in 2013, back when 888Sport was still in diapers and grouped in Emerging Offerings. Revenue was 26% less than it is now, and EBITDA was 30% less. If we want to go really back in time, 888 now is at the same levels it was during the 2008 financial crisis. EBITDA was half of what it is now, dividends were also about half of what they are now, yet we are trading at the same levels.
The reasons are primarily regulations, poker, and general UK and European instability that unfortunately appears on the verge of getting worse. Granted, this excuse can only placate markets for so long, and apparently investors have lost patience and capitulated. But that doesn’t change the fact that despite it all, 888 is making more money, still has no debt, owns more assets, owns a key to the US market once it opens wide, runs more verticals, and is generally sitting comfortably.
From a technical perspective, we saw a massive 27% reversal on what looks like (gotta squint here) the 4th biggest uptick weekly trading volume in the stock’s history earlier this month. Moves like that mean that sellers (at a given price of course) are exhausted, and to get anyone else to give up their shares, a huge premium had to be offered by a bunch of buyers on the hunt for about 26 million shares. The run-up took place over a whole week, with most of the volume explosion taking place on June 4 and 5. Total trading volume works out to about 7% of the company’s market cap, so we have a good chunk of 888 owners right now sitting on pretty decent profits.
Will they sell? Some of them might as we get closer to Halloween and the Brexit clock ticks down and everybody starts freaking out all over again, but some of them will hang on because dividends are high enough to justify a long term hold by themselves. Besides dividends, the upside from here, as opposed to the upside from 2013, is much larger. Long term, the US market is going to open wider, and 888’s acquisition of the remaining stake in the All American Poker Network is them preparing to take advantage. It’s going to take years, yes, but I believe that besides the long game of bottom line numbers in the US rising, investors are missing an important angle here that can materialize much faster: US-based trading volume.

Wrigley Field could get its own sportsbook
According to a report by ESPN, the iconic Wrigley Field, home to the Chicago Cubs, in Chicago, Illinois could be getting its own sportsbook. At least, that might be a plan set in motion by the Cubs, provided they can get approval from Major League Baseball (MLB) for the venue. The sportsbook would see a physical location in the stadium, as well as betting kiosks in strategic places on the perimeter.
Sports gambling hasn’t yet been legalized in Illinois, but it most likely won’t be too much longer before the go-ahead is given. A bill drafted by the Senate, Senate Bill 690 (SB 690), has already been approved by legislators and now only needs the signature of Governor J.B. Pritzker to be converted into law. Pritzker will reportedly sign the bill this week.
In preparation for legalization, the Cubs, and other sports organizations in the state, have been getting ready to launch sportsbooks. However, the Cubs will only admit to being in early discussions about the possibility without acknowledging that it has official plans in place.
Even if the Cubs, or any other MLB franchise in the country, wanted to put a sportsbook at its stadium, there is still one last hurdle to jump. The league has to agree to allow the teams to offer sports gambling, and it has yet to do so. An MLB spokesperson told ESPN, “We will work with our clubs to explore the opportunities presented by the rapidly evolving sports betting landscape in a socially responsible manner.”
