Verification and authentication a key focus for new German GlüNeuRStV regulations

Regulation Changes

The progress of legalising online gaming across Germany has been patchy, but there was a breakthrough on 12 March 2020 when the latest Glücksspielneuregulierungstaatsvertrag (GlüNeuRStV) was approved by the German heads of state. It acts as a compromise between states wanting the market to be open and those wanting gambling to be more restricted.

This treaty will open up the online market to all products and verticals, specifically poker and virtual slots, with the legislation set to come into force on 1 July 2021. It will therefore significantly liberalise the market, subject to strict conditions concerning player protection.

Note that online sports betting is already permitted and is largely unaffected by these developments as the legal basis for sports betting falls under the current treaty, which is known as IST2012/2020 (or the Third Amending Interstate Treaty) which came into effect on 1 January 2020.

AGEM and GLI donate $120,000 to the National Museum of the American Indian’s new National Native American Veterans Memorial through their Lasting Impact Philanthropic Initiative

LAS VEGAS (November 10, 2020) – Today the Association of Gaming Equipment Manufacturers (AGEM) and Gaming Laboratories International (GLI®) committed $120,000 to the National Museum of the American Indian’s new National Native American Veterans Memorial. The donation is part of the AGEM/GLI Lasting Impact Philanthropic Initiative, through which they collaborate to create a “lasting impact” inside the gaming industry and beyond.

The National Native American Veterans Memorial is part of the Smithsonian Museum collection. The museum is celebrating its opening with a virtual program tomorrow, November 11, and the event can be seen at AmericanIndian.si.edu.

Situated on the National Mall, a place that draws nearly 24 million visitors annually, the memorial will honor American Indian, Alaska Native, and Native Hawaiian veterans and symbolize the country’s respect for Native Americans’ service and patriotism.

Indiana Sportsbooks Shatter Record with $230 Million in October

 Indiana sportsbooks enjoyed a record-shattering October, setting highs in revenue and handle, as bettors were spurred by local interest in the NFL and the return of Big Ten football. In a month that resembled a normal sports schedule more than any month since the pandemic began, October’s handle was more than $230 million, a sign that Indiana’s recent gains are sustainable, according to analysts from PlayIndiana.

“With a schedule that was more comparable to an ordinary October, Indiana’s sportsbooks fared well and offered a clearer read on where Indiana’s market stands,” said Dustin Gouker, lead analyst for PlayIndiana.com. “Interest in the Indianapolis Colts, Indiana University, and Notre Dame is helping as the state transitions from a market that relies on Chicago to one that is more reliant on local bettors.”

Without a once-in-a-lifetime schedule to drive interest, as was the case in September, bettors still made $230.9 million in bets in October, according to official reporting released Tuesday. That breaks the record $207.5 million hit in September and is up 151.8% from $91.7 million in October 2019.

October’s bets also produced a record $21.1 million in adjusted gross revenue for the state’s operators. That is up 82.9% from $11.5 million in October 2019 and easily surpassing the record $14.3 million in revenue generated in September. The month’s revenue yielded $2 million in taxes in October.

Indiana has now generated $1.6 billion in bets since launching in September 2019, but the state was topped in September by both Colorado and Illinois to fall to sixth. However, the state is becoming less reliant on the Chicago market. Bets on the Colts and the surprising Hoosiers fueled $84.7 million in bets on football.

And sportsbooks continue to be imaginative with the types of bets they offer, including offering odds on the Halloween Candy Bowl, a professional candy eating contest held in Las Vegas in late October.

“The market continues to sustain itself by being innovative, which is going to be critical as competition from neighboring states such as Illinois and Michigan increases,” said Jessica Welman, analyst for PlayIndiana.com. “Wringing a few extra dollars from Joey Chestnut downing candy corn might not be a game-changer on its own. But it is a sign of a larger strategy by sportsbooks to diversify their boards in interesting ways.”

PAGCOR clarification on grant of permission for Manila Integrated Resorts

The Philippine Amusement and Gaming Corporation (PAGCOR) would like to make a clarification on news articles about the grant of permission for Manila’s integrated resorts to accept bets online.

Contrary to a report published by Bloomberg and carried by other international online news sites, PAGCOR President and COO Alfredo Lim did not issue any statement confirming that City of Dreams Manila, Okada Manila and Solaire Resort and Casino have been given the green light to take online bets.

Lim, however, acknowledged that Solaire Resort and Casino’s application has already been approved under strict conditions but its system will still undergo testing by the Gaming Licensing and Development Department. City of Dreams Manila and Okada Manila have filed their applications to accept bets online, but these are still being studied by PAGCOR’s concerned departments.

Solaire is just about to make a presentation on the processes of online betting, while the respective applications of City of Dreams Manila and Okada still need to undergo evaluation.

Jim Van Stone: Why live sports and betting is ‘the perfect symbiotic relationship’

Does wagering in-stadia enhance fans engagement with the sport or does live sport enhance the betting experience? What is the relationship or the dynamic?

I would describe it as being the perfect symbiotic relationship. The experience of betting and that of absorbing the theatre and intensity that only live sport can deliver are hugely complementary. When you’ve got a vested interest in the outcome, in other words if it’s your team or your club, that engagement goes up a notch or two. Fans are knee-deep in wanting data and sports betting represents another avenue for us to build relationships with our fans. While the United States is at the early stages of sports betting we are really excited at the commercial opportunities as the industry continues to rise. I should underline that this is very much a mutual relationship: from a sports development perspective, the level of engagement, connectivity and profile generated by sports betting creates cost-effective opportunities for transition sports to progress on from the second tier. I’m thinking of Women’s sports such as the WNBA and of course e-sports which has an incredible opportunity.

In your opinion, is in-stadia betting as much about building customer relationships as it is generating betting income?

We are a live events business which has a number of revenue streams not least F&B [food and beverage] and merchandise, so while we can’t share in the sports betting operation it represents a big asset in the mix due to the opportunities it provides to engage with our customers on a much deeper level. I would describe it as an inclusive 360 relationship. If stadiums provide sports betting it undoubtedly helps the business to engage. Sports betting is another exciting factor in getting people engaged.
